Ramsey Borough Council Addresses Affordable Housing and Environmental Challenges
- Meeting Overview:
The Ramsey Borough Council, under the leadership of Mayor Deirdre A. Dillon, convened on September 24, 2025, to discuss a variety of pressing community issues. Key topics included steps to meet affordable housing obligations, environmental concerns related to water quality, and capital improvements for local infrastructure.
A significant portion of the meeting focused on the Claremont Properties Acquisitions LLC development project on Island Avenue. The project is part of the borough’s strategy to comply with affordable housing mandates and avoid potential legal challenges that could threaten local zoning control. The planning board’s next meeting is scheduled for October 7 to continue discussions around this development.
Environmental issues were also at the forefront of the meeting, particularly the presence of per- and polyfluoroalkyl substances (PFAS) in the borough’s well-water supply. These synthetic chemicals have raised concerns due to their persistence in the environment. The U.S. Environmental Protection Agency has set limits on PFAS, prompting Ramsey to work with the architectural engineering firm H2M and the Ramsey Water Department to find treatment solutions. The borough has submitted plans to secure low-interest loans for these initiatives and is gathering information for lead service line replacement projects. The council stressed the importance of maintaining stormwater drains to prevent flooding and ensure clean runoff into local waterways.
In terms of infrastructure, the council held a public hearing on Ordinance 22, 2025, which proposes capital improvements for the removal and replacement of two culverts on Alita Place. The ordinance appropriates $350,000 for this project, which aims to address failing culverts that are impacting the roadway. Comprehensive repairs will include work on abutments, guide rails, and road repaving. The engineering work is complete, necessary permits obtained, and the project is currently out for bid.
Recreational facility upgrades were another focus, with the discussion of improvements to the pickleball courts at Oak Street and Finch Park. Efforts are underway to mitigate noise by planting sound-absorbing greenery and securing the courts when not in use. These upgrades are part of a broader initiative to enhance local recreational opportunities while addressing community concerns about noise levels.
The council also acknowledged the upcoming retirement of Chief Lyman, praising his impactful tenure and contributions to the community, particularly in traffic management and K9 unit establishment. Captain Pereesy is set to become the new chief of police, with his swearing-in ceremony planned for October 22.
In committee reports, updates were provided on various initiatives. The library’s teen room has been renovated, and upcoming community events include the Harvest Fest, Halloween Boo Bash, and a new native plant seed species bank launched by a local Girl Scout. Council members reported on the progress of the new emergency services complex project, despite rising costs, and highlighted various senior events and educational presentations planned for the community.
The borough administrator confirmed resolutions related to public works projects, including the awarding of contracts for lead service line replacements and the Snyder Avenue water main replacement project. These projects are funded by previously established ordinances, and contracts have been awarded to Shaw Property Services and Conquest Construction, respectively.
