Ramsey Borough Council Advances New Zoning Ordinance for Senior Housing
- Meeting Overview:
The Ramsey Borough Council, during its February 26, 2025, session, introduced a significant zoning ordinance aimed at creating a new residential zone, the R5C Island Road multi-family residential zone. This ordinance is designed to facilitate the development of age-restricted housing, addressing the growing need for affordable and senior living options. The council also adopted another ordinance allowing budget appropriations to exceed usual limits, providing flexibility for future financial planning.
0:28The introduction of Ordinance 04-2025 marks a strategic move by the council to amend existing zoning regulations, creating a new R5C zone on Block 4201, Lots 5 and 6. This ordinance is intended to support the construction of age-restricted multi-family developments, mandating that affordable housing units include at least one resident aged 62 or older, while market-rate units require at least one resident to be 55 or above. The ordinance specifies a 20% affordable housing component for sale units and 15% for rental units.
The council’s discussion highlighted the proposed development’s compatibility with local infrastructure and surrounding residential areas. The R5C zone would permit a density of 8.2 units per acre, compared to the existing R5B zone’s allowance of 20 units per acre. Consultations with planner Joseph Buress suggested the development would yield approximately 60 units, including a minimum of 13 affordable units. The ordinance aims to balance density and affordability while addressing potential impacts on local schools from increased population.
Following a unanimous roll call vote, the ordinance was approved for introduction, moving it forward in the legislative process. The council then returned to regular business, receiving no public comments during the session.
In other legislative actions, the council adopted Ordinance 03-2025, concerning the municipal budget’s appropriation limits and establishing a cap bank. This ordinance allows for increased budget appropriations within specific limits, providing the municipality with greater flexibility for future budgetary needs without affecting the tax levy cap. Despite being opened for public comment, no feedback was received, and the ordinance passed unanimously.
Councilman Gutwetter updated the council on various committee activities, including the upcoming Winterfest event at the library, expected to attract significant attendance. He also noted improvements such as a homebound delivery service for residents unable to visit the library. Additionally, ongoing recreational programs were discussed, with registrations for spring sports and the annual Easter egg hunt in collaboration with the fire department highlighted.
Administrator Bose delivered updates on the Ramsey Emergency Services complex project, emphasizing the careful review to meet current and future needs while adhering to budget constraints in the face of rising construction costs. The building committee is finalizing proposed modifications, which will be presented to the council and public, followed by submission to the State Office of Comptroller.
21:35Councilwoman Woods reported on the Design Review Board’s approval of signage for Tropical Cafe Smoothie, inviting the public to visit upon opening. She also congratulated Michael Choli from the Ramsey Rescue Squad and expressed gratitude for a successful Ramadan celebration coordinated by the council and Sarah Poppe.
Councilwoman Cusk provided updates from multiple committees, acknowledging Michael Cangoli’s appointment to the Ramsey Rescue Squad. She mentioned the Planning Board’s February 18 meeting, where a waiver was approved, and a hearing on a monopole proposed to enhance communications for Ramsey Emergency Services. Additionally, the Shade Tree Commission plans to plant over 40 new trees this year, with the vice chair to be sworn in at the next meeting.
The Road Administrator, Mr. Bose, introduced several resolutions, including a contract for sound and lighting services for the Independence Day celebration and an extension of the outdoor dining period. He also presented an overview of the 2025 municipal budget, detailing appropriation level increases and debt paydowns. The budget proposes a 3.95% municipal tax rate increase. Residents will have access to the full budget document before the public hearing on March 26.
