- Meeting Overview:
The Ramsey Borough Council convened on September 11, 2024, approving several appointments and discussing a range of community initiatives, including environmental concerns, public safety developments, and upcoming local events.
The meeting began with Mayor Deirdre A. Dillon announcing the appointments of Connor Beerman to the Ramsey Fire Department, and John and Tony Forsche to the Municipal Alliance. The significance of Beerman following in his father’s footsteps was noted, and the Forsches were commended for their volunteer efforts, particularly during Ramsey Day. This recognition highlighted the importance of community volunteers and their contributions to various local initiatives.
Councilman Michael Gutwetter led the finance and administration report, providing a detailed account of the library’s activities, such as the successful staff training and a notable increase in visits, which totaled nearly 10,000 in August. He also mentioned ongoing initiatives for special needs services and the possibility of designating the library as a book sanctuary. Gutwetter also provided updates on the Recreation Commission, announcing the upcoming Ramsey Run on September 21, 2024, and ongoing winter sports registration. Community activities such as the Ramsey Farmers Market and an upcoming Touch-a-Truck event in October were also highlighted.
Councilwoman Jane Woods reported on public safety matters, specifically the development of the Ramsey Emergency Services complex. She stated that bids for the project are expected to be sought in late 2024 or early 2025, with detailed information available on the borough’s website. Councilwoman Judy Cusick emphasized the solemnity of the September 11 commemorations and provided updates on various community events and meetings, including the planning board and shade tree commission schedules. She discussed public works initiatives and environmental concerns, particularly regarding fluoropolymer chemicals affecting water quality and lead service line replacements mandated by state legislation.
Mayor Dillon expressed gratitude to all involved in organizing Ramsey Day despite challenging weather conditions. She acknowledged the declining attendance at the annual 9/11 memorial service and reflected on the importance of remembering those lost and the ongoing struggles faced by individuals affected by that day. She also discussed the Municipal Alliance’s initiatives, including plans to revive the “Stigma-Free” program with the involvement of John and Tony Forsche. Additionally, Dillon highlighted the impressive turnout at the “Bag Hunger” event, which focused on community engagement and support.
A significant new initiative concerning mental health resources was introduced, with a partnership being explored with a company called RVE. This initiative aims to provide mental health support within the community, reducing the burden on law enforcement. The borough is looking to establish a memorandum of understanding that would allow for a licensed clinical social worker to be available once a week in a more comfortable setting than a police department, which was deemed less suitable for such services.
Borough Administrator Bruce Vose discussed several resolutions on the agenda, including Resolution 182, which involves settling a claim and reimbursing a party for expenses incurred. Resolution 183 involved the cancellation of unused improvement authorizations from previous bond ordinances, totaling $390,000 in unspent funds from various projects that came in under budget. An ordinance for stormwater control was reintroduced due to formatting changes requested by the county, with the administrator confirming that these changes did not alter the ordinance’s intended meaning or enforcement.
The council also considered consent resolutions, including a special permit request from the Ramsey Public Education Foundation for their annual Sprint for Our Schools 5K family fun run scheduled for May 10, 2025, and a block party request from a resident on Nottingham Road for September 22, 2024. These resolutions were unanimously passed following a motion and second. Upcoming events, such as a presentation by celebrity speaker Chris Haron regarding his experiences with substance abuse, scheduled for October 9 at Ramsey High School, were also mentioned. The council encouraged attendance, particularly from athletes and coaches, to raise awareness on the issue.
Environmental Commission updates included a mention of a toy collection event on November 10 and plans to draft a document regarding options for managing styrofoam waste. The council also discussed the installation of electric vehicle charging stations, with work expected to be completed shortly, allowing for public access with associated charging fees.
