Ramsey Borough Council Approves Ordinances on Lead Pipe Replacement and Parking, Honors Local Heroes
- Meeting Overview:
In a recent meeting, the Ramsey Borough Council conducted discussions and approvals, notably passing ordinances to address lead service line replacements and amending parking regulations. The meeting also recognized local students for their exemplary actions during an emergency incident.
The council’s most issue was the approval of Ordinance 18-2025, mandated by the New Jersey Department of Environmental Protection, which requires the replacement of all lead service lines by 2031. The borough administrator detailed the ongoing efforts to comply with this mandate, emphasizing the collaborative planning and execution by the Board of Public Works and H2M to ensure all lead pipes in the borough’s water system are replaced within the stipulated timeframe. The ordinance, which outlines the shared financial responsibility between the borough and property owners, also includes a $750 incentive for property owners who proactively replace their lines.
Another ordinance, 19-2025, was passed to amend the borough code related to parking on private property. Initiated by requests from Donbos High School, the ordinance aims to regulate parking during events. This amendment was also unanimously approved.
The council meeting also involved a series of recognitions and congratulatory remarks directed at four Ramsey High School students—Trevor, Luke, Mason, and Liam—who were commended for their quick thinking and bravery during a recent emergency situation. The students were acknowledged with a joint legislative resolution. Various council members and Mayor Drew Dylan expressed pride in the youths’ maturity and responsibility, which was further echoed in community reports that followed.
In addition to these ordinances, the meeting addressed several other legislative matters. Ordinance 20-2025, focusing on noise prevention, was passed to adjust permissible hours for construction and music in residential areas. Ordinance 21-2025 clarified retiree insurance benefits, aligning non-union employee contributions with those of unionized counterparts. Both ordinances were unanimously approved.
The council also discussed Ordinance 17205 concerning porch encroachments, allowing covered porches to extend into front yard setbacks without requiring variances. Resident Patricia Mace spoke in favor of this ordinance, sharing her personal experiences and highlighting the ordinance’s potential to streamline residential improvements. The council approved the ordinance, recognizing the practical benefits it offers to homeowners.
Following the legislative proceedings, the council reviewed and approved resolutions spanning from block party permissions to routine administrative updates. Notably, the introduction of Ordinance 22-2025 authorized capital improvements for the replacement of failing culverts on Alita Place, securing $350,000 in funding without incurring new debt. This project is important for infrastructure resilience and was supported unanimously by the council.
Committee reports provided insights into various community activities and future initiatives. Council members highlighted successful local events, such as Ramsey Day, and commended Borough Administrator Bruce Jose and the Department of Public Works for their coordination efforts. Upcoming events, including a farmers market and a home and garden show, were announced.
Public safety and emergency services contributions during Ramsey Day were acknowledged, with commendation for their role in ensuring the event’s success despite weather interruptions. The council also welcomed Jim Derty as the new construction code official, following the retirement of Ralph Ventorini, noting his extensive experience and expected contributions to the borough.
