- Meeting Overview:
The Ramsey Borough Council convened to address a range of civic matters, headlining with the approval of water and sewer rate increases for 2024. The meeting also involved appointments to the Board of Public Works and the Design Review Board, alongside discussions on public events, community service reports, and municipal projects such as the lead service line replacement project.
Councilwoman Judy Cusick introduced an ordinance proposing a 3.91% increase in water rates and a 3.96% increase in sewer rates for the year 2024. She justified the increases by pointing to the minimal rate adjustments over the past decade and the need to meet rising inflationary operating costs as well as increased regulatory expenses. The proposal did not provoke public commentary during the hearing and was passed by a roll call vote.
Mayor Deirdre A. Dillon made notable appointments, including Maryann Cary to the Design Review Board and Craig Chakari to the Board of Public Works. These appointments were ratified by the council and are part of the borough’s ongoing efforts to ensure effective management of public services and community development.
In addition, the council approved various consent resolutions for special permit requests. This included events that are integral to the community’s social fabric, such as the annual townwide garage sale and the Women’s Club of Ramsey’s annual tomato and vegetable sale. The St. Patrick’s Day events were also discussed, with the council ensuring that the timing and conditions were conducive to the town’s interests and regulations.
Council President Peter Kilman brought attention to the fire rescue OEM complex presentation, a infrastructure project for emergency services in Ramsey. The council also acknowledged the Planning Board’s recent activities, including the cancellation of the February 20th meeting and the approval of two waiver applications.
Michael Gutwetter, in his updates on various committee and liaison reports, touched on the Library Board and Recreation Commission’s activities, as well as Deer population management, an issue of growing concern due to its impact on local flora and residential areas. Jane Woods presented reports from the Design Review Board, Ramsey Seniors Trustee, and the Zoning Board of Adjustment, encompassing a range of initiatives aimed at enhancing community services and the senior center.
The project, slated for completion by 2031, includes test pit excavation and replacement work scheduled for the spring and summer of 2024.
Mayor Dillon also highlighted a resolution opposing the proposed overhaul of the fair housing act, expressing concerns about the potential repercussions for municipalities like Ramsey.
The Public and Governmental Relations report featured announcements of events and meetings, including submissions for the Ramsey Journal, the Ramsey Chamber of Commerce networking event, and the Ramsey Municipal Alliance meeting. Likewise, the Pool Commission’s meeting on member rates and the Board of Health’s Wellness speaker series, including a presentation on tickborne illnesses, were announced.
The Health, Education, and Social Services report highlighted recreational and cultural events like the Valentine’s Day Dance and basketball programs, as well as an art night at the Ramsey Community Center. The Environmental Commission’s report on the food scrap pilot and compost program showed the borough’s initiative in sustainable waste management.
The Borough Administrator discussed various resolutions, such as the authorization of a driveway permit, the appointment of a full-time Department of Public Works employee, and emergency repair works. A professional service contract for design and construction document services for Municipal Aid projects was also mentioned. Moreover, the council addressed the upcoming property tax revaluation and the 2024 Municipal budget planning, key financial issues that have a direct impact on residents.
