Ramsey Borough Council Celebrates Community Dedication and Honors Retirees
- Meeting Overview:
The recent Ramsey Borough Council meeting was a celebration of community spirit, with numerous volunteers and public servants recognized for their contributions. The meeting’s highlights included the retirement of Police Chief Brian Lyman after 30 years of service, the swearing-in of the new Chief of Police Michael Paresi, and the commendation of several individuals for their volunteer efforts. The council also addressed pressing community issues, including public safety ordinances and infrastructure upgrades.
Chief Brian Lyman’s retirement was a central focus, as he was lauded for his modernization efforts and the introduction of a K9 unit during his tenure. The emotional farewell included a swearing-in ceremony for the new Chief of Police, Michael Paresi, and Captain Casey Hines. The council underscored the department’s evolution under Lyman’s leadership and expressed confidence in Paresi and Hines to continue this legacy.
The meeting extended its spotlight to various community volunteers, emphasizing the critical role of civic dedication. Elise Laruso, a 17-year-old member of Ramsey Rescue, was named the 2025 Volunteer of the Year for her exemplary service in emergency response. At such a young age, Elise has shown leadership and professionalism, proving that age does not limit one’s capacity to contribute significantly.
In a similar vein, Hudson Mackier was recognized for his work with the Challenger basketball program, where his commitment has made a substantial impact. His consistent volunteering and mentorship have provided invaluable support to participants with special needs, earning him praise for his maturity and insightfulness.
The council also celebrated the contributions of long-standing community members. Jackie Gersh was honored for her 35 years with the Girl Scouts, where she has been a guiding force in programs like the Teddy Bear Pajama event. Her leadership has provided generations of girls with a strong role model and has fostered community traditions that have stood the test of time.
Infrastructure and safety discussions were another significant component of the meeting. The council passed Ordinance 23 2025, allowing for the installation of a midblock crosswalk on East Main Street, following a request from the Ramsey School District. This ordinance aims to improve safety for students accessing the high school parking area. The necessity for this ordinance arose because midblock crosswalks are generally not allowed on Bergen County roads without a preceding local ordinance.
The meeting also addressed the borough’s emergency services communication system, which is approaching obsolescence. The council approved a $3,635,000 upgrade.
In addition, a new ordinance was introduced to regulate the use of electric bicycles and scooters on public streets and sidewalks. This move aims to enhance safety following several incidents, banning these devices on sidewalks and in parks unless explicitly marked. The ordinance was crafted in collaboration with the police department to balance safety with the convenience offered by these modern modes of transport.
The council’s efforts to promote volunteerism were punctuated by a series of awards across various community groups. Manny Morales was named “Knight of the Year” by the Knights of Columbus for his relentless work in food distribution during major holidays. The Ramsey Area Garden Club recognized Jill, Elena Mleier, and Leslie Carter for their leadership and promotional efforts that have raised the club’s profile and community engagement.
Further recognition went to volunteers involved in environmental and educational initiatives. Joel Kerry’s work with the Environmental Commission was celebrated for doubling a grant to improve the borough’s bikeway network, while Carolyn Pleti’s native plants garden project in Torpedo Park was commended for supporting local biodiversity.
The Ramsey Public Education Foundation honored Stacy Zoretski Merritt for her fundraising efforts, which have generated $92,000 for school district grants. Her ability to solicit donations and engage with community leaders was highlighted as pivotal to the foundation’s success.
