- Meeting Overview:
In a brief but focused session, the Reading Board of Health voted to endorse and co-sponsor amendments to the town bylaws concerning dog control in the Town Forest, aimed at enhancing public safety and health.
The most prominent discussion centered on the proposed changes to the Reading General Bylaws, which were approved by the Bylaw Committee and the Town Forest Committee. These changes specifically address defining “effective voice control” for dogs, limiting the number of off-leash dogs to two per handler, and enforcing leash requirements for other dogs. Additionally, the bylaws mandate picking up dog waste and keeping dogs on a leash while entering the Town Forest. The Board of Health’s role in endorsing these changes aligns with their responsibility for animal control under the health department.
The Board highlighted the enforcement mechanism, primarily through signage, and agreed this measure would support public safety and health. The endorsement vote was initially delayed due to an oversight in the agenda but was swiftly rescheduled for this meeting. The motion to endorse and co-sponsor these changes passed unanimously.
Discussion also touched upon the potential need for a Board of Health member to present these changes at the November town meeting. It was suggested that either the Board Chair or another member, who is a town meeting member, could effectively communicate the Board’s support.
Additionally, there was mention of administrative coordination regarding the listing of the Board of Health as co-sponsors in the town meeting warrant articles. This procedural step will ensure the Board’s endorsement is formally recognized.
