The commission also engaged in substantial discussions on several other projects. A proposed driveway and garage construction near an intermittent stream prompted debate around wetland delineation and the stream’s classification. Meanwhile, a Notice of Intent for an addition and landscaping on LLA Lane, and another for a pool and fence construction within a 100-foot buffer zone, were reviewed — with the latter involving concerns about pool overflow and native planting suitability.
During the meeting, public input highlighted issues with trash management on conservation land and the potential impact of construction activities on natural vegetation zones. One citizen raised concerns about the potential effects of a retaining wall and the use of rodenticides, while another sought clarity on the status of a stream on Hemlock Road, leading to a debate among the commissioners.
Additionally, minor plan changes for properties on West Street and Winter Street were deliberated. Adjustments to a permeable paver system and a garage’s position due to a tree warden’s concerns were among the considerations. The commission agreed to these alterations.
The Reading Rifle and Revolver Club’s request to modify an approved plan for a new water and sewer line also received approval. The minor change, anticipated to have minimal impact within the buffer zone, was delegated to the Conservation Administrator for administrative adjustment.
In an expansive discussion, the Simon Way Exploratory Committee (SWEC) presented its report for the select board, outlining potential uses for the Simon Way area. The committee emphasized intergenerational use, minimal taxpayer expenses, and compatibility with surrounding uses while considering community interest in recreational uses and open space. The SWEC also addressed concerns about wetlands and conservation areas, seeking input on proposed projects’ priorities.
Furthermore, the commission delved into the future of South Cedar Swamp, discussing the implications of potential contaminants due to its history as a former Nike missile site. The possibility of converting non-buildable land to permanent conservation was weighed against the risks of contamination and the need for comprehensive due diligence. Various development options, including multi-purpose fields and a senior center, were explored alongside potential funding sources.
The idea of gifting land to the Conservation Commission brought forth concerns over contamination and associated liabilities. The potential for seeking Brownfield grants for investigative purposes was raised, contemplating the land’s usability despite contamination. The commission also considered community engagement opportunities, such as participating in Friends and Family Day to discuss conservation lands.
