The design aims to create safe zones for children while maintaining accessibility and minimal maintenance. Key aspects include distinct areas for various activities, naturalized plantings to enhance aesthetics and provide habitat, and a mix of evergreen and deciduous trees for screening. The timeline for planting will depend on future engineering assessments, particularly regarding stormwater management.
Board members raised questions about fencing and street access. Discussions touched on the importance of engaging with local residents to address their preferences regarding visibility and privacy. The board recognizes the necessity of ongoing dialogue with neighbors to address concerns about plantings and access. Additionally, there was a debate about parking along Hall Street. Opinions were divided on the safety and convenience of parallel parking in the area. This topic remains unresolved, with plans to continue discussions at a future meeting focused on traffic.
Another topic was the adherence to construction noise regulations at Drwing Wells. Concerns were raised that setup operations were commencing as early as 6 a.m., despite the official 7 a.m. start time, causing disruptions to local residents. There was a call for strict adherence to the start time to minimize disturbances.
The installation of a fence on Hall Street was also a point of discussion. It was suggested that the fence should be a solid structure due to the proximity of a playground for small children. While some felt the project’s cost might be excessive, spending around $20,000 on a proper fence was deemed reasonable. Concerns about tree removal during construction were also voiced, with an emphasis on preserving as many trees as possible to prevent future hazards.
The board acknowledged the importance of effective communication with residents, particularly regarding community meetings. It was noted that reverse 911 calls had not been used to notify residents about meetings, and a plan was proposed to send letters to abutters post-project vote to engage them in the design process. This step aims to ensure residents feel involved and heard during the planning stages.
Conversations about recreational facilities included suggestions for teeball and basketball courts, with practical limitations in mind. It was recognized that a full basketball court could not fit, and alternative options like a half-court or multi-use spaces were considered.
