Reading Select Board Resolves Elm Street Application Withdrawal Amid Applicant’s Absence

The chair revealed that despite reaching out via email, there had been no response from the applicant about their plans to either withdraw or continue the application. This lack of communication raised questions about how to proceed, given the importance of applicant participation in such public matters.
An email from the applicant’s architect, Jay Bradley, was reviewed, revealing that the property owner intended to move forward with plans for a single-family home with an attached accessory dwelling unit (ADU). However, the architect’s email did not clarify whether a formal withdrawal was necessary or if attendance at the next meeting was required. The board members concluded that the absence of further correspondence from the applicant or their representatives implied a desire to withdraw the application. Therefore, a motion was made and seconded to accept the applicant’s request to withdraw the application without prejudice, which passed unanimously.
Following this decision, the discussion turned to the future of the Elm Street property. It was noted that the lot would remain vacant until new development proposals were submitted. The board deliberated on the owner’s plans, noting that if the development could proceed under existing zoning bylaws, a new application process might not be needed. However, should any zoning relief be required, the applicant would have to follow the appropriate procedures to obtain it.
The board also addressed other cases during the meeting. Case number 26-01 regarding 526 Summer Avenue was discussed, with the applicant, O Design and Build, seeking a continuance for their application to construct a two-story addition. The application had been duly notified to the abutters, and the board unanimously agreed to continue the matter until April 6th.
Similarly, case number 26-02 involved a property on Wuburn Street, where Attorney Joshua Leam requested a special permit to convert a medical office into a multifamily residential unit. The board also received a request to continue this hearing until April 6th, which they approved unanimously.
Another matter, case number 26-03, related to 122 John Street, involved an application to demolish and reconstruct a non-conforming structure while maintaining non-conforming front yard setbacks. Attorney Leam also represented this case, and a request was made to continue it until the April meeting. Despite a member of the public expressing interest in this case, the board suggested consulting the town’s website for more information and unanimously approved the continuance.
In addition to the case discussions, the board swiftly moved through the approval of meeting minutes from February 2nd and January 5th. Unanimous votes were cast to approve the minutes, with noted corrections.
