Despite the positive community impact envisioned by the Evensons, concerns arose during the public hearing about potential odors from nearby agricultural operations, noise, and light pollution. The planning commission assured that Minnesota’s right to farm laws would safeguard nearby farming activities from being deemed nuisances, thus balancing the interests of both the new venture and existing agricultural operations.

Another topic was the interim use permit for a retreat center. While the applicant acknowledged potential noise and odor issues due to its agricultural setting, the board underscored the need for clarity regarding the center’s operation, which differs from regular overnight accommodations.

The discussion shifted to R.J. Averil and Sons’ request for renewing an interim use permit for a temporary asphalt plant. Situated on an 80-acre parcel in Hagen Township, the plant has faced dust and odor complaints since 2019. Jeff Brooks, representing the applicant, pledged improvements in odor control and dust management, acknowledging past issues. The board noted the township’s concurrent review of zoning ordinances, which could affect the plant’s operations. Public comments highlighted health concerns, with Josh Carlson advocating for his child’s wellness amidst the plant’s emissions. With a commitment to explore odor control technologies, the board deliberated on the plant’s air quality impact before considering the permit renewal.

The meeting concluded with the approval of a five-year interim use permit extension for another project, with conditions for odor mitigation.
