Residents Voice Concerns Over Flooding at Port Orange City Council Meeting
- Meeting Overview:
The recent Port Orange City Council meeting was dominated by debates over the proposed Vintage Acres development, with residents voicing strong objections related to potential flooding and changes to the community’s character. The council also addressed other issues, including updates to the land development code for docks and marine facilities and the recognition of K9 Buddy’s retirement from the police force.
The most pressing topic was the proposed Vintage Acres development, a plan to rezone approximately 56.53 acres of land to allow for up to 113 residential units. The land is currently zoned as agricultural, and the proposal seeks to transition it to accommodate residential use. Central to the debate were residents’ concerns over potential flooding risks, which they argued could worsen due to the development.
Developer representatives asserted that the project’s stormwater management plan would exceed current requirements, claiming a reduction in runoff and improved drainage during major storm events. They emphasized the inclusion of advanced retention systems designed to manage excess water, thereby reducing flooding risks for neighboring properties. However, residents like Katherine Pante and Mike Penn challenged these assertions, pointing to previous developments that had led to increased flooding despite similar promises.
Concerns about stormwater management were further elaborated on by a hydrologist with decades of experience, who criticized the retention plan as inadequate due to the site’s elevation and water table proximity. The expert warned that the proposed retention ponds might be unable to handle stormwater volumes, potentially leading to legal issues under state and federal laws.
The council meeting also addressed the update to the land development code concerning residential docks and commercial marine facilities, which had not been revised in over 30 years. Proposed changes included expanding the maximum allowable area for terminal dock platforms and increasing the height limits for boathouses. These amendments aimed to align Port Orange’s regulations with those of neighboring jurisdictions and accommodate modern boating needs. The council deliberated over the specifics of dock and marina dimensions, considering accessibility and safety improvements, such as wider piers for individuals with mobility challenges.
In a more heartwarming segment of the meeting, the retirement of K9 Buddy was recognized. K9 Buddy served the Port Orange Police Department for over six years, specializing in narcotics detection and apprehensions. The police chief and Buddy’s handler, Officer Christine McBride, expressed gratitude for Buddy’s service. The Mayor highlighted the unique bond between K9s and their handlers, applauding Officer McBride’s commitment and announcing that Buddy would enjoy his retirement with plenty of treats.
