Revere City Council Approves $12.2 Million Loan for Wonderland Sewer Improvements Amid Budget Talks

The city is rated double A with a stable outlook by Standard and Poor’s, and plans are underway to borrow around $200 million in short-term debt for the new high school. The budget, presented by the mayor, highlighted a modest increase of 1.8% over the previous year, prioritizing fiscal responsibility while investing in key areas like public safety, education, and infrastructure. The mayor emphasized the importance of maintaining a lean budget, claiming it could be among the lowest increases in the greater Boston area.
However, the city’s financial planning is not without challenges. The health insurance trust fund has dipped below the desired threshold, necessitating negotiations with the public employee committee to redesign the health insurance plan. The pension liability is on track to be fully funded by 2033, but the city’s other post-employment benefits (OPEB) liability remains a concern, with new health insurance plans projected to reduce this liability by $30 to $40 million.
The proposed budget of $322.6 million must be balanced, as required by Massachusetts law. Revenue assumptions include property taxes estimated at $133.2 million, with anticipated contributions from new developments. Local receipts are expected to rise conservatively by 6%, while state aid is projected to increase by 1.5%. The budget also addresses a significant subsidy required for the solid waste enterprise fund, amounting to approximately $4.3 million from the general fund.
In addition to financial topics, the council addressed several community-related motions. A motion requesting the Department of Conservation and Recreation (DCR) to install a green arrow turn signal on Ocean Avenue, aimed at easing traffic, was introduced. Another motion called for increased public safety measures at Revere Beach during the summer, highlighting past incidents and the need for additional state resources. Concerns about delivery vehicles and ride-share operators causing traffic disruptions also led to discussions on enforcement against such infractions.
The council’s agenda included recognizing the academic accomplishments of local students through the George B. Kala Academic Awards. Nine students were honored for their excellence, receiving $200 awards and honorary certificates. The awards have become a tradition, celebrating academic achievements and encouraging continued educational pursuits.
