Revere City Council Celebrates $14.8 Million Savings in School Construction Budget
- Meeting Overview:
At the recent Revere City Council meeting, the focus was on the financial health of a major school construction project, which is now reported to be $14.8 million under the original budget. The Guaranteed Maximum Price (GMP) contract for the project was a central topic of discussion, with the council expressing confidence in its trajectory and financial positioning. The GMP, now finalized at $395.1 million, showed significant savings compared to the initial construction budget of $412 million. These savings are proposed to be reallocated to increase the owner’s hard cost contingency from $18.5 million to $33.3 million.
The council’s discussion highlighted a positive sentiment regarding the project’s financial outlook. A representative from Conigley, the construction firm involved, noted that the project is in “great shape” financially and emphasized the importance of minimizing change orders to maintain this favorable position. Despite external uncertainties, the project team members expressed optimism and a commitment to maintaining high standards throughout the project’s timeline, acknowledging that the project still faces “two and a half more years of pressure.” The team remains focused on delivering the best outcome for the city and its residents, with careful management and planning to address potential challenges.
In addition to the financial discussion, the council received a detailed update on the construction timeline and milestones. A graphical schedule outlined the current and upcoming phases of construction, including the commencement of concrete footings and the anticipated steel erection scheduled for mid-July. This phase is important for the project’s progression, with the steel erection expected to conclude by December. Subsequently, the building’s envelope work will begin, spanning from the fall of the current year through to the following fall, with the aim of enclosing the building to allow for interior construction trades.
A critical point raised during the meeting was the anticipated substantial completion date set for November 8, 2028, with classes expected to commence on January 2, 2029. The project team elaborated on the closeout activities that would follow, including punch listing and system verification, essential to ensure all elements meet necessary standards before the completion date. The timeline also includes significant training and setup for staff and technology to facilitate a smooth transition into the new building. The council expressed confidence in the project team’s ability to adhere to the projected timeline with strategies in place to expedite the schedule where possible.
Following the approval of the GMP contract, the council celebrated this milestone as the last major procedural step before transitioning into more tangible aspects of the project. The construction update provided further details on the progress, with foundational work advancing and key areas like the gymnasium and auditorium taking shape. The installation of piers and footings was noted as crucial for the upcoming foundation walls, with additional work on site utilities, ground improvements, and stormwater management features designed to mitigate potential flooding issues due to the site’s proximity to sea level.
In addition to the construction updates, the council addressed other logistical concerns, including the potential for increased work hours on Saturdays to maintain momentum and prepare for the summer’s steel erection phase. There was also a discussion on updating project visuals on the website, with a commitment to provide additional drone footage to ensure accurate and updated representations of the project’s status.
The meeting concluded with Dr. Kelly announcing an upcoming furniture fair scheduled for May. This event is intended to allow committee members to interact with potential classroom furniture, providing an opportunity to evaluate options for student and teacher needs directly. The furniture expo will begin on May 6, with students experiencing the furniture on the first day, followed by opportunities for teachers on May 7. Dr. Kelly encouraged committee members to communicate their availability for the event, emphasizing the importance of selecting functional and suitable classroom furnishings.
