Revere City Council Faces Construction Delay Due to Soil Conditions at Wonderland Site
- Meeting Overview:
The Revere City Council meeting addressed significant construction project updates, revealing a delay in the anticipated completion of the Wonderland site due to complex soil conditions. Despite successful cost management, the project will now likely be completed by the end of 2028 rather than the projected summer timeline. The council also approved submissions related to the Massachusetts School Building Authority (MSBA) and addressed budget revisions.
One notable issue discussed was the delay in the Wonderland site construction, which is now projected for completion by the end of 2028 rather than the earlier expected summer date. The delay stems from unforeseen complexities in resolving ground improvements necessary for the site’s soil conditions. As explained, the permitting process cleared on schedule, but subsequent soil improvement challenges emerged, leading to additional testing and time lost. These developments have made it impossible to meet the original occupancy goal. Despite the setback, the overall budget remains favorable, with projections showing significant savings under the full approved budget. The council determined that informing the MSBA of these schedule changes was the responsible course of action.
Mayor Keefe shared his perspective, acknowledging the unforeseen yet not entirely unexpected nature of such delays in large projects. He emphasized that dealing with soil conditions in urban areas often requires careful management, especially given the requirements for moving soil to appropriate sites. He expressed optimism regarding the financial aspects of the project, noting that the bidding environment has been beneficial.
In addition to the construction updates, the council approved the submission of the 90% construction document package to the MSBA. The package included updates on the project’s scope, budget, and revised schedule. The approval followed a unanimous vote, signaling broad support for moving forward despite the schedule challenges.
The council also addressed two budget revision requests related to accounting adjustments for ongoing contracts. These adjustments did not involve additional funds but were necessary for aligning existing contracts accurately. The revisions were approved unanimously.
