Revere City Council Moves Forward with Car Wash Proposal on Squire Road
- Meeting Overview:
The Revere City Council’s recent meeting saw progress on several development proposals, including a special permit for a new car wash on Squire Road and the reconstruction of a commercial building on Lee Burbank Highway. The council also discussed proposed changes to zoning ordinances related to off-street parking and the regulation of food trucks within the city.
00:59The car wash proposal, submitted by New York Capital Investment Group, LLC, for a property on Squire Road, was a primary focus. Attorney Jerry Damrosio, representing the applicant, presented the project as a solution to a decade-long blight on the site, which has seen numerous failed development attempts. Damrosio outlined plans for a modern facility that complies with city codes and incorporates community feedback from prior meetings. Traffic studies were cited to demonstrate the car wash’s minimal impact. The facility would be closed approximately 90 days annually due to weather, further reducing its impact.
04:18Financially, the project promises to increase property tax revenue for the city, with the construction valued at an estimated $3 million. The owners, experienced operators of car washes across Massachusetts, pledged to remain engaged in the local community, offering free services to public safety departments and support for youth sports leagues. Damrosio highlighted ten letters of support from local residents, including one previous opponent who had reversed their stance.
21:35The zoning subcommittee reviewed several conditions recommended by the site plan review committee, should the special permit be granted. These included vehicular access restrictions, installation of an eight-foot-high stockade fence, landscaping to buffer residential properties, and prohibitions against illuminated signage. Requirements for a street and sidewalk bond, stormwater management plan approval, sewer mitigation fee, and the installation of concrete sidewalks with landscaping were also considered.
07:40After examining the proposal and conditions, the subcommittee voted unanimously to recommend the special permit to the full city council, with the chairman abstaining. The recommendation will now move forward for further consideration by the full council.
12:38Another notable proposal involved the reconstruction of a commercial building on Lee Burbank Highway by Lee Burbank Highway LLC. The project architect provided an overview of plans to replace an outdated two-story office and warehouse structure with a modern facility for Capital Waste, a company employing over 150 local residents. The project, situated on a lot slightly below the required size for the TEED zoning subdistrict, aims to improve open space from 0% to 10% and add 26 parking spaces. The architect assured the council that the proposed design aligns with the industrial nature of the area and the city’s vision for the site.
The subcommittee reviewed site plan conditions for the special permit, including demolition, water service connections, and approval by the fire department. The subcommittee expressed consensus in favor of the reconstruction, recommending the special permit to the city council.
23:53The meeting also addressed a special permit for a secondhand license at a business location, with the new owner committing to maintain the license. The conditions specified by the site plan review committee included limitations on vehicle sales and parking layout reviews. The subcommittee unanimously supported the permit recommendation.
28:38A proposal to amend zoning ordinances concerning off-street parking was introduced but ultimately rejected by the subcommittee. The motion sought to transfer parking variance authority from the zoning board of appeals to the city council, with proponents citing street congestion concerns. However, the subcommittee favored maintaining the current structure, with several members defending the zoning board’s impartiality and expertise.
38:51Finally, the council reviewed a zoning ordinance to regulate food trucks, detailing permissible districts and licensing requirements. The proposal received unanimous support from the subcommittee and will proceed to the full council.
