One part of the meeting revolved around the proposal from Overlook Ridge LC to amend zoning ordinances for the development project. The proposal suggested removing the requirement for a hotel on parcel one and permitting retail as a primary use without size limitations. It also proposed that a hotel building permit would no longer be a prerequisite for a multifamily building permit on parcel 15. Moreover, the project committed to designating 15% of residential units as affordable housing. A noteworthy aspect of the discussion was the possibility of ensuring that some of these affordable housing units are marketed specifically to veterans and seniors.
The council deliberated on the language of the development agreement. The conversation highlighted the necessity for coordination with the city’s Veterans Office to effectively inform veterans about the available housing options. Council members also reflected on past commitments made by previous owners of the project, with some expressing concerns about past experiences of feeling misled. Despite these reservations, there was a consensus on the need to support the project and move forward constructively.
Additionally, the debate featured technical clarifications from the city planner regarding senior housing regulations and the feasibility of guaranteeing units for veterans and seniors.
Another topic that captured the council’s attention was the proposed amendment to the zoning map of the city of Revere, specifically concerning the Conservation District in the North Revere area. The amendment sought to rezone certain parcels of land to the Conservation District. The city planner provided explanations for the proposed changes, which ultimately received a favorable recommendation from the zoning subcommittee.
The meeting also covered the Zoning Subcommittee’s discussion on an ordinance related to home-based child care. The subcommittee proposed and approved technical amendments in accordance with the Massachusetts Department of Early Education and Care (EEC) regulations, including changes to the maximum number of children allowed and the employment of approved assistants.
Lastly, the council considered a special permit application for a townhouse development project at eight Revere Street. The application received a favorable recommendation for granting the special permit, subject to conditions set by the city planner.
