Revere City Council Reports Construction Project Under Budget by $15.4 Million
- Meeting Overview:
In the latest Revere City Council meeting, the council discussed budget savings on an ongoing construction project, revealing it to be $15.4 million under budget. Alongside the budgetary discussion, essential protocols for urgent change orders were established, aiding in maintaining progress without financial overruns. The meeting also featured updates on construction progress.
The headline topic of discussion centered around the Guaranteed Maximum Price (GMP) for a construction project, which is currently under budget by $15.4 million. The savings are expected to benefit both city savings and reduce the Massachusetts School Building Authority (MSBA) grant, which works on a reimbursement basis. The council was briefed on the project’s financial health, with a contingency analysis illustrating that only 3% of the budgeted contingencies had been used, despite 15% of the project being completed. Originally, the contingency was set at $18.5 million but has now increased to $33.3 million due to bid savings, creating a robust buffer for any unforeseen events.
The council further examined the process for handling urgent construction change orders. It was proposed that for matters that could affect the project schedule, expenditures up to $25,000 could be approved swiftly by a designated representative, with subsequent documentation sent to the School Building Committee for formal approval. Between $25,000 and $50,000, additional oversight from Perkins Eastman was suggested. This would enable immediate responses to issues without delaying the project timeline. Expenditures above $50,000 would require rapid committee meetings. The council unanimously endorsed this protocol, recognizing the necessity for a flexible response mechanism to manage urgent construction needs effectively.
During the meeting, the council also addressed several invoices related to ongoing construction work. An invoice from Left Field for $22,492.30, representing 18% completion of the construction administration phase, was approved without objections. A monthly construction material testing invoice from Briggs, totaling $25,292.25, representing 22% of the testing budget, was also discussed. Council members highlighted the front-heavy nature of testing requirements linked to concrete and steel. This invoice was approved following an affirmative roll call vote.
The Perkins Eastman design team’s invoice amounting to $637,50.37, representing 3% completion of construction administration, including multiple subconsultant invoices, was also approved without dissent. A more discussion took place during the review of the final invoice from Consigli for April, totaling $10,281,217, reflecting 95% completion of site demolition and various other percentages for concrete and steel work. A council member raised questions about the status of the demolition work, with consensus reached on retaining a percentage until complete documentation and resolution of all work aspects were achieved. Members emphasized the importance of maintaining a buffer to ensure all job aspects were finalized, noting that the owner is protected by these billing practices.
Furthermore, the council was briefed by the construction management team on the ongoing construction progress, including a visual presentation. The update detailed the drilling of approximately 30 geothermal wells, in various stages of completion, initiated in early May with around 20 weeks of work remaining. Notable advancements were also highlighted in the foundational work for the gymnasium, including the preparation for steel installation. Specific progress was reported on stair D1 and the back perimeter wall of the gymnasium, with pilasters and new wall formations under construction.
The meeting concluded with an overview of the monthly report, focusing on accessing critical information regarding the schedule and budget. While a detailed review of the full report was deferred, the council emphasized the importance of variance columns in assessing the construction schedule’s health.
