Revere Conservation Commission Greenlights Technology Warehouse Amid Environmental Concerns
- Meeting Overview:
The Revere Conservation Commission meeting highlighted the approval of several development projects, notably a large-scale technology warehouse at the Lee Burbank Highway site, amidst ongoing discussions about environmental management and regulatory compliance.
The most notable development discussed during the meeting was the proposed construction of a 267,000 square foot technology warehouse on the Lee Burbank Highway. The site, characterized by its current use for petroleum storage and a lack of significant landscaping, presents unique challenges due to its environmental history. The project, presented by Chris Roller, involves extensive site improvements, including the installation of perimeter erosion controls and a comprehensive stormwater management system designed to enhance the site’s current conditions. Roller outlined the development plan, which features significant landscape enhancements, including 3.5 acres of new landscaping and wetland buffer areas, aimed at improving the site’s aesthetics and environmental performance.
The proposal also includes utility upgrades and a new stormwater management system that will discharge into Chelsea Creek. This system is designed to manage stormwater more effectively than the existing infrastructure, employing deep sump catch basins and a water quality unit. Concerns were raised about potential contamination, given the site’s history and proximity to busy highways, but Roller assured the Commission that most environmental issues had been resolved and that measures were in place to manage stormwater quality and prevent contamination. The timeline for the project anticipates demolition of existing structures to begin within the next month, with completion targeted for the second quarter of 2027.
Another notable project discussed was the renovation of a backyard and driveway on Henry Street, involving the installation of permeable pavers and French drains. The applicant, Reginaldo Costa, aimed to address water runoff issues impacting neighboring properties. The project was presented as a straightforward solution to improve water infiltration and prevent runoff, with assurances given that the existing grade would direct water away from neighboring properties. This project, like the technology warehouse, was unanimously approved by the Commission.
The meeting also addressed a notice of intent for the demolition and site work at another section of Lee Burbank Highway. This project involves the removal of existing petroleum distribution infrastructure and the implementation of erosion controls to prepare the site for future development. The Commission emphasized the importance of maintaining erosion controls and managing stormwater to protect local waterways, particularly the Chelsea River. The representative for this project plans to use silt fences, straw waddles, and silt socks to manage stormwater runoff and prevent sediment from entering the river. The Commission expressed their satisfaction with the proposed management strategies and moved to approve the notice of intent.
Further discussions at the meeting involved an enforcement order related to unauthorized construction on Per Lav. A proposed permeable retaining wall was presented as a solution to an enforcement order for previously unauthorized work. However, the absence of a project representative led to a decision to continue the hearing to a future date. The Commission viewed the proposed permeable wall as an improvement over the initial construction that had violated wetland protections.
Additionally, the Commission reviewed an enforcement issue on Sagamore Street, where permeable pavers were installed without permits. The Commission opted for a site visit to assess the situation further rather than pursue immediate enforcement actions. They discussed the need for the contractor to provide detailed drawings and specifications to formalize the work done and ensure compliance with environmental standards.
