- Meeting Overview:
The Revere City Council meeting on May 1st, 2024, took a step forward with the Revere High School building project, as key approvals and financial forecasts were discussed in anticipation of the upcoming project vote. The Massachusetts School Building Authority (MSBA) project was front and center, as the council absorbed the news of additional MSBA reimbursement and prepared for a detailed presentation on the city’s fiscal year 25 budget.
The building committee for the Revere High School project, having received approval from the MSBA, is moving into the next phase with a focus on the critical meeting scheduled for May 20th. This meeting will be important for the approval of project funding, with a bond hearing and a public vote set to take place. The committee emphasized the importance of this date and highlighted the necessity for the council to walk through funding assumptions and address questions during the May 6th meeting, which is viewed as crucial for the project’s progress.
During the discussion, it was revealed that the MSBA had not only supported the project but had also allocated an additional $4.7 million in reimbursement funds, maintaining the budget as previously established. The council was briefed on the importance of their role in the approval process, which includes a presentation estimated to last between 45 minutes and an hour, covering 25 slides.
The meeting also touched upon the design development phase of the project, scheduled to begin on June 1st. This phase is essential to the project’s timeline and requires the council to approve contract amendments at their next meeting on May 22nd. Additionally, the committee reported plans to present these contract amendments for approval, signaling the project’s steady advancement.
Mayor Patrick M. Keefe Jr. and a member referred to as Rich provided updates on the city’s preparation for the project vote, pointing out the need to address funding sources and affordability. Rich mentioned a comprehensive 10-year financial forecast and a detailed presentation on the fiscal year 25 budget, which are to be presented at an upcoming council meeting.
There was a confirmation that personnel would not be available for the May 20th vote. Rich confirmed his absence, and the Mayor acknowledged the absence of the city’s finance leader. Despite these absences, the meeting was set for 6 o’clock, with a public hearing scheduled for the same day.
Moreover, there were administrative matters that the council attended to, such as the approval of meeting minutes from March 27th and the approval of three invoices related to the MSBA project. Despite the importance of these administrative tasks, they paled in comparison to the discussions around the project’s funding and timeline.
