Burns pointed out the absence of legitimate requests for such extensions and stressed the city’s unpreparedness to implement the changes effectively in time for the World Cup.
Following Burns, a police captain echoed these sentiments, describing operational challenges and potential disturbances that could arise if bars were allowed to stay open later. He explained that extending the hours could lead to an influx of patrons from neighboring towns like Chelsea and Lynn, where bars may close earlier. This could create a rush of people seeking last call in Revere, leading to disturbances that the police would be ill-equipped to handle due to their current staffing structure. He noted, “If we adopt it till 3 and they don’t adopt theirs, that means there’s going to be two hours where people are going to be drinking in other cities and then rushing here for last call.”
The captain described the logistical difficulties of adjusting the police department’s shift structure to accommodate later closing times, which could stretch resources thin and reduce the number of officers available to manage potential disturbances. With the World Cup coinciding with other local events, such as the sand castle festival, the department anticipated an increase in calls related to noise and disturbances, further exacerbated by extended bar hours.
The Fire Department Captain also expressed opposition, citing concerns about increased costs for emergency services and potential rises in medical incidents, assaults, and motor vehicle accidents during late-night hours. These safety concerns played a role in the commission’s decision-making process.
As the discussion moved forward, the commission reviewed the legislative proposals and assessed the necessity of extending operating hours. One commissioner noted that most World Cup matches would conclude around midnight, allowing celebrations to occur within the existing hours of operation. This perspective contributed to the decision to maintain current licensing hours and disallow public drinking spaces during the World Cup.
The commission then considered whether non-alcoholic establishments, such as restaurants, should be allowed to extend their operating hours. The proposal suggested enabling restaurants to stay open until 1:00 a.m. for World Cup watch parties. However, concerns were raised about potential disturbances arising from intoxicated patrons moving between alcohol-serving establishments and these late-night restaurants.
