Revere Zoning Board Approves 32-Unit Apartment Project Amid Community Concerns

Throughout the hearing, various residents voiced their opinions. Richard P., a lifelong resident, expressed support for the project, citing confidence in the developers’ ability to execute the project “the right way.” Several letters of support were read into the record. However, opposition was also present, with residents like Isabel Morgan raising concerns about privacy and increased traffic. Morgan expressed fears about losing privacy and the potential decrease in property values, while another resident, Bonnie, argued for a scaled-down approach, emphasizing the need to preserve the neighborhood’s residential character.
The dialogue during the hearing revealed tension over the project’s scale and the appropriateness of variances being granted. Some residents questioned the necessity of the proposed parking changes and their implications for street congestion. Despite these concerns, the developer’s proactive engagement with city feedback and community input was acknowledged, with modifications such as moving the building closer to the sidewalk to create more space for adjacent properties.
Counselor Angela Gino outlined the project’s evolution, noting the importance of community feedback in shaping the final proposal. The initial opposition shifted following a community meeting, where some residents altered their perspectives. Gino highlighted the developer’s efforts to address neighbor concerns, including changes to the front setback to create open space for residents.
The board approved the project with stipulations, including the requirement for site plan review approval before applying for a building permit and conditions on parking availability. The variance granted would lapse if not exercised within one year, and the property would not be eligible for participation in the city’s parking program.
Another topic during the meeting involved a variance request for a pergola on Carlton Street by Jamie Rano. Concerns were raised about the proposed structure’s proximity to an adjacent property, and the board decided to continue the hearing to allow for further discussion. This matter is scheduled to be revisited at the next zoning board meeting.
Additionally, the board heard applications for variances on View Street and Quincy Avenue, both of which were approved unanimously. The variance on View Street concerned parking in the front yard, while the application for a property on Quincy Avenue addressed non-conforming lot area and frontage for a new single-family dwelling. Both applications faced no opposition during their hearings.
