Revere Zoning Board Approves Beach Street Housing Expansion Amid Parking Concerns
- Meeting Overview:
The Revere Zoning Board of Appeals convened on July 23rd to deliberate on multiple development projects, with the approval of a housing expansion on Beach Street standing out as the meeting’s most critical decision. The board granted variances to Ghana Realy LLC for a transformative addition to an existing structure, aiming to address local housing needs while balancing community concerns, particularly regarding parking.
The proposed project at 641-643 Beach Street, presented by attorney Nancy O’Neal on behalf of Ghana Realy LLC, sought several variances to facilitate the construction of a two-story addition. This expansion would add 13 new residential units to the current six-unit, three-story building. O’Neal underscored the project’s alignment with local needs, emphasizing its transit-oriented design intended to reduce reliance on cars, given its proximity to the Blue Line station. The plan includes two affordable housing units, contributing to efforts to alleviate the housing crisis in Revere.
Despite the project’s potential benefits, parking emerged as a prominent concern during the discussions. S. Houseman, a local property owner, voiced support for the development but stressed the importance of adequate parking provisions, a recurring issue in nearby projects. The board acknowledged these concerns, prompting a dialogue on how to best integrate community development with practical needs.
Ward Counselor Iron Novaski played a role in advocating for the project. Novaski reported that extensive outreach, including 300 emails and letters to local property owners, resulted in minimal opposition, with only three attendees at a community meeting, all of whom had their concerns addressed.
The discussion on parking restrictions extended to another project proposed by an individual named Josh, known to some board members as the owner of a building on Northshore Road. A representative from Atlas Automotive expressed strong support, noting that the project harmonized with the neighborhood. The board imposed specific conditions on this project, including restrictions on parking permits, to mitigate potential issues.
The meeting also addressed an application by Kenneth Lefouchi concerning a canopy construction within a fire lane on Naples Road. This application contested a building permit issued by the inspector, citing a violation of a special permit condition demanding an unobstructed 20-foot fire lane. Anthony Carlandro, a city councilor, supported the opposition, questioning the issuance of the permit and labeling it a mistake by the building department.
James Cipple, representing Mario Morangi, clarified that the permit’s withdrawal rendered the matter moot, arguing that the fire lane was well marked. Cipple requested the board allow the appeal to be withdrawn without prejudice, leaving room for future resubmission if circumstances changed. The board accepted this request, officially withdrawing the petition without prejudice.
