Revere Zoning Board Rejects 17-Story High-Rise Proposal Amid Parking Concerns
- Meeting Overview:
The Revere Zoning Board of Appeals meeting on July 29, 2026, saw discussion and decisions impacting future developments in the city. The board denied a variance request for a 17-story high-rise with 358 units due to parking concerns, approved a variance for a single-family dwelling on Patriot Parkway, and granted variances for other residential projects aimed at addressing housing shortages.
One item at the meeting was the board’s decision to deny the variance request for a proposed 17-story high-rise development on Northshore Road. The proposal, submitted by 1290 Northshore Road LLC, included plans for 358 residential units, a ballroom, and a commitment to provide 36 affordable housing units. The project intended to utilize the Wonderland Transit Overlay Development District, leveraging its proximity to public transportation to mitigate parking requirements.
The discussion around this proposal was intense, with concerns primarily focused on parking availability. The project’s plan included only 82 parking spots, which several board members and community members found insufficient given the building’s scale. A member noted that neighboring developments offered more parking, raising doubts about the project’s feasibility. The tandem parking arrangement further exacerbated these concerns, with one member voicing anxiety about its practicality.
Community members, including a city councilor, highlighted the importance of the development in meeting housing demands and its aesthetic appeal. However, they also acknowledged the community’s concerns about the building’s height and potential traffic issues. One councilor expressed a willingness to accept the height increase but remained apprehensive about the parking provisions.
Despite support from some proponents who emphasized the need for affordable housing and the potential benefits to the local economy, the board ultimately denied the variance request. The motion faced opposition from two board members who deemed the parking plan inadequate for the project’s scale, leading to the proposal’s rejection.
Following the high-rise discussion, the board moved on to other applications, including one from Ibraham on Patriot Parkway. This application sought variances for building coverage and parking requirements to construct a single-family dwelling. The applicant’s representative explained that the project faced delays due to a title issue, which had since been resolved. The representative assured the board that the new construction would not require street parking and would comply with zoning requirements, aside from the necessary parking variance. With no public opposition, the board unanimously approved the variance request under specified conditions.
Another application came from Ghana Realy LLC, which requested a six-month extension on a variance for a two-story addition and 13 new units to an existing structure. Citing delays related to planning and utility connections, the applicant sought additional time to complete the project. The board granted the extension unanimously, with support from local councilors who emphasized the project’s previous approval and its importance in addressing housing needs.
The meeting also saw discussions on applications from 227 LLC and Eastern Equity Partners LLC. 227 LLC proposed a 42-unit apartment building on River Street, while Eastern Equity Partners LLC aimed to redevelop a former lumber yard into an 85-unit apartment complex at 2935 and Foster Street. Both applications received support from councilors who highlighted the potential benefits of these developments, such as reducing heavy equipment traffic and promoting foot traffic in the area. With no opposition voiced, the board approved both variance requests, subject to conditions related to site plan reviews and parking restrictions.
