Richfield Planning Commission Supports New MICC Facility Amid Varied Community Feedback

Several variances are integral to the proposal, including a setback variance to accommodate the building’s southwest corner, increased lot coverage from 30% to 37%, and a parking reduction of 15 stalls. The staff deemed these variances reasonable, considering the low vehicle ownership among MICC participants and the intention to reserve space for future expansion.
Community feedback presented during the public hearing was varied but predominantly supportive of MICC’s mission. A local resident, Elizabeth Sunohada, expressed her emotional backing for MICC, noting its role in her daughter’s life. However, she questioned the necessity of new construction, advocating instead for utilizing existing MICC-owned houses for practical training in trades such as electrical work and plumbing. Sunohada suggested exploring partnerships with nearby Best Buy to create internships and potentially lease space, thereby reducing construction costs.
Another speaker highlighted the importance of the proposed development in providing young adults with disabilities opportunities to learn practical skills and gain workforce independence. This sentiment was echoed by a homeowner and MICC board member, who shared a personal success story about their daughter, a former MICC student, now thriving in the community. They emphasized the inefficiencies of operating from multiple locations and the potential benefits of a centralized facility.
Markas, a partner with long-standing ties to MICC through Colony Apartment Homes, supported the new development.
Environmental concerns were also raised, particularly regarding tree removal and habitat disruption. One speaker urged the commission to consider alternative solutions to preserve the community’s character and foster a sense of belonging for MICC students. The speaker suggested a more imaginative design for the facility to better integrate with the area’s urban ethos.
The commission’s deliberations underscored the importance of community input and the project’s implications. The city planner addressed traffic concerns, noting that an analysis predicted a minor increase in daily trips, unlikely to impact current traffic conditions, as MICC already operates in the vicinity.
Commissioners expressed overall support for the MICC proposal, recognizing the project’s potential to enhance educational opportunities for neurodivergent individuals and improve the community’s affordable housing landscape. Despite some calls for reconsideration of setback requirements, the commission acknowledged the necessity of dedicated educational spaces separate from residential areas and the stability the new facility would provide MICC and its students.
