River Edge Council Approves Affordable Housing Ordinances Amidst Personnel Changes and Recognitions
- Meeting Overview:
In a recent meeting, the River Edge Borough Council approved ordinances addressing affordable housing obligations and made several personnel changes, including the appointment of volunteer firefighters and a new member to the farmers market committee. The meeting also featured recognitions for long-serving fire service personnel and discussions on financial resolutions.
A notable segment of the meeting focused on the introduction and approval of three ordinances related to affordable housing and borough fees. These ordinances were introduced together, with no council members requesting separate discussions. The first, Ordinance 26-03, amends chapter 206 of the borough’s general ordinances to include fees for annual pickleball memberships, offering discounts for simultaneous registrations. Ordinance 26-04 creates new overlay zones as part of a settlement to meet the borough’s affordable housing obligations under state regulations. Ordinance 26-05 repeals and replaces the existing chapter 50 on affordable housing to align with current state requirements. The borough administrator outlined the objectives of these ordinances, which were met with unanimous approval.
Furthermore, the council addressed a procedural matter regarding Ordinance 26-02, which was withdrawn at the request of the fire department. This involved reading the ordinance into the record without moving it forward, effectively declaring it “dead” after three calls for a motion yielded no response.
In addition to legislative actions, the meeting included personnel changes. The council approved the resignation of Anthony Vizo, a part-time police dispatcher, and Teresa Espazito from the farmers market committee. In their place, new members were appointed, including volunteer firefighters and Lauren Hughes for the farmers market committee. These appointments culminated in a swearing-in ceremony, where the mayor administered an oath to the new appointees. The fire department’s chief welcomed new firefighters Chris and Jason, acknowledging the department’s camaraderie and the critical roles they will play. The mayor also expressed enthusiasm for the contributions of the new appointees, thanking both the incoming and outgoing members for their dedication.
The meeting began with a moment of reflection for emergency service personnel. Following this, the mayor recognized Allan Silverman and William Drew for their 40 years of service as fire marshal and fire inspector, respectively. This was not a retirement ceremony but an acknowledgment of their longstanding commitment. Silverman shared his journey in the community, noting his background as a musician, while Drew reflected on his extensive fire service involvement since 1962. The council and attendees expressed their gratitude through applause.
The council also navigated a series of financial resolutions, approving them en masse in a consent agenda. These included resolutions 26-82 through 26-87 and 26-90 through 26-93, with the exception of the payment of bills, which was read into the record. A council member inquired about resolution 26-92 regarding a returned fund, clarified to revert as miscellaneous revenue to the general fund. Another inquiry about resolution 26-90 confirmed an annual fee of $15,000 for a program called Sweet Spot, with revenue reporting assured on a quarterly basis.
During council comments, members highlighted recent community engagements and praised the Department of Public Works (DPW) for its exceptional handling of recent storms. The DPW’s efforts were contrasted with those of neighboring towns, and gratitude was expressed for their hard work and the contributions of other emergency services. The mayor also acknowledged these contributions, especially given staffing challenges during the storm.
