- Meeting Overview:
The Roseland Borough Council meeting on November 21st, 2023 brought about local developments, including the introduction of various ordinances and appointment of a new police officer, Gregory Matusi, and celebrating local sports achievements. The council also discussed holiday events and approved a consent agenda.
A new face in Roseland law enforcement, Officer Gregory Matusi, was officially sworn in during the meeting. Mayor James R. Spango, expressing his welcome and appreciation, led the council members including Christopher Bardi, Eileen Fishman, Roger Freda, Jean Perrotti, Michele Tolli, and Marcelino “Moose” Trillo in congratulating Matusi on his appointment. The council highlighted the importance of family support in their roles and passed Resolution 345-2020 appointing Officer Matusi as a patrol officer.
In a significant move towards legislative updates, the council introduced several ordinances. Among these, Ordinance 35-2023 and Ordinance 36-2023 stood out. The former amends various chapters of the revised General ordinances, including fees charged by different departments. It was referred to the planning board to ensure its alignment with the overall plan. The latter ordinance aims to amend the Land Development Article regarding the rezoning of specific blocks. Both ordinances will be posted on the borough’s website for public review.
Another ordinance, 37-223, which approves and adopts an amended redevelopment plan for 85 Livingston Avenue, was also referred to the planning board. Similarly, ordinance 38-2023, amending and supplementing the property maintenance code, and ordinance 39-2023, amending the building and housing regulations, were introduced and will undergo the same referral process.
The council also held public hearings for ordinances 31-2023, 32-2023, and 33-2023, all of which were subsequently adopted. These ordinances amend the public records and services fees, the outside employment of police officers, and establish requirements for lead-based inspections of certain rental dwellings, respectively.
The council recognized the achievements of the Orange Crush team, the fifth through eighth-grade spring WLE ball league champions, and the Nationals team, who reached the championship for middle school basketball and won two out of three softball championships. The council’s acknowledgment of the teams’ dedication, teamwork, and improvement throughout the season highlighted its support for local sports.
The meeting also saw the director of parks for Essex County share information about upcoming holiday events. These include a holiday light display, a holiday house tour, and the opening of Kips Castle, all of which the council expressed their hopes for good weather.
The meeting concluded with various council members reporting on upcoming events, such as Santa’s arrival on December 9th, and the fire department’s participation in a holiday parade. The council also approved the minutes from the November 6th caucus meeting and went into an executive session to discuss matters related to the sale of property and personnel. No formal action was taken after the executive session, and the meeting was adjourned.
