Roseland Council Discusses Community Initiatives and Affordable Housing Developments
- Meeting Overview:
The recent meeting of the Roseland Borough Council focused on plans to amend the borough code affecting the police department, rezoning properties for affordable housing, and recognizing local achievements. Public comments highlighted community concerns about enhancing the town’s appeal and infrastructure, particularly for young families.
A primary focus of the meeting was the introduction and discussion of several ordinances and resolutions. Ordinance 1-2026 proposed amendments to the borough code concerning the police department’s composition. The council confirmed that the number of patrol sergeants would remain at seven, with an increase of two patrol officers, pending budget approval. This adjustment aims to better equip the department to handle community safety needs.
Equally significant was the introduction of ordinances 2-2026 and 3-2026, which involved rezoning specific properties from residential to affordable housing zones. These ordinances were introduced without opposition and referred to the planning board for compatibility with the master plan.
One resident pointed out that Roseland’s housing market growth lagged behind nearby Verona by 18% from 2015 to 2025, emphasizing the importance of walkability for homebuyers. The resident expressed interest in joining committees focused on promoting business and attracting young families, advocating for the revitalization of social gathering spots such as coffee shops and ice cream stands. This sentiment was echoed by another resident who suggested the installation of a water tower to enhance the town’s identity and visibility.
A notable resident’s proposal focused on transforming a piece of property at 192 and 194 Eagle Rock into a municipal metered parking lot. The proponent argued that parking is a significant barrier to business attraction and suggested that the town’s growing population could support more commercial activities. Despite recognizing the investment required and the lack of immediate profits, the resident urged the council to consider long-term development prospects to enhance the town’s business landscape.
The meeting also included the recognition of local achievements. The Girl Scout Troop 201131 was commended for their community service initiative to restock the local food bank. The Mayor acknowledged their efforts, emphasizing the importance of their work in supporting residents in need. Additionally, the fifth and sixth grade girls’ soccer team, Roseland Spirit, was celebrated for their championship win. The coaches praised the team for their undefeated season and perseverance through challenging conditions.
In a solemn moment, the council observed a moment of silence for Nick Deilia, former president of the Stonegate Association, and Richard Cody, a former governor and community member. The Mayor offered condolences to their families and acknowledged their contributions to the community.
During the Mayor’s report, the council was informed about an article from New Jersey 101.5 that featured Roseland as an affordable town in Essex County. The Mayor expressed pride in this recognition and encouraged continued efforts to maintain and enhance the town’s appeal.
The council also addressed routine matters, including approving the bill list from January 7th and several applications related to the HSA. These items were approved without opposition or discussion. As the meeting drew to a close, Councilman Barney reported on the upcoming budget season, outlining proposed dates for budget hearings, beginning January 31st. The council emphasized the importance of thorough budget reviews to ensure effective financial planning.
