As part of a referendum passed in May 2023, these projects include the construction of a new elementary school expected to open by fall 2025, alongside several upgrades at Dakota Ridge and activity centers at multiple high schools. The activity centers at East View and Apple Valley High Schools are slated to open in late 2026, with Rosemount and Eagan following in 2027. These centers will feature multi-purpose spaces, storm shelters, and various athletic facilities. The district also addressed restroom privacy enhancements, aiming to incorporate both single-stall and multi-stall restrooms with communal handwashing areas, reflecting community interest in inclusive and private facilities.
The board also tackled the topic of elementary attendance area adjustments, a step to manage overcrowding and balance enrollment across the district. With the introduction of a new elementary school in Rosemount, the adjustments are designed to accommodate growth in the Amber Fields area and other developments. Feedback from the community, including 240 questions and comments, was considered in the process. The proposal aims to maintain an optimal student population range and alleviate overcrowding, particularly at Rosemount Elementary, which is currently over capacity. The adjustments are intended to balance student distribution across schools like Diamond Path, East Lake, Highland, and Shannon Park. The board acknowledged community concerns, particularly for families wishing to remain at their current schools, and proposed a transportation transition plan to accommodate these requests where feasible.
The board reviewed proposals for courses such as psychology, web design, advanced welding, and STEM pathways, aimed at providing students with college credit opportunities and skills for high-demand careers. The district emphasized its dedication to integrating changes at local, state, and national levels.
Financial matters were also a focal point, with a presentation on the fiscal year 2023 audit revealing a clean, unmodified opinion. The district’s general fund balance was reported at approximately $112 million, with board members discussing the importance of maintaining a positive reserve for financial stability. The audit highlighted the district’s conservative budgeting practices, with revenues exceeding the budget by about $10 million.
