Rosemount-Apple Valley-Eagan School Board Honors Top Scholars, Highlights Safety Initiatives, and Advances Assistive Technology

Following Dr. Reichowski, East View High School Principal Bruce Miller and Rosemount High School Principal Pete Roach also recognized their students’ achievements. Despite some scholars absent due to other commitments, such as marching band rehearsals or online tests, the principals expressed gratitude towards families for their unwavering support.
The meeting also featured a presentation on Eagan High School’s accolade as the 2025 NFHS Performing Arts School of Excellence. Dr. Reichowski returned to acknowledge the school’s faculty and staff for their contributions to this prestigious national honor, highlighting the district’s dedication to the arts.
Superintendent Michael Bolsoni introduced members of the District 196 Finance Department, who received the meritorious budget award from the Association of School Business Officials International for the 11th year in a row.
Safety was another topic, with the director of community education presenting a school safety update. Safety was emphasized as foundational to the district’s strategic priorities, made possible through bond referendums in 2015 and 2023. The presentation covered four phases of emergency management: prevention, preparedness, response, and recovery. Key prevention measures included secure vestibules at school entrances, door alarms, and a confidential tip system for reporting safety concerns. Preparedness was enhanced through partnership with local law enforcement, emergency operation procedures, and the presence of school resource officers.
The board also discussed the district’s assistive technology initiatives, aimed at supporting students with disabilities. A presentation highlighted the transformative role of these technologies, from low-tech tools like visual schedules to high-tech devices like speech-generating tools. The district reported a dramatic 2,000% increase in iPad usage as speech-generating devices since 2014, emphasizing the necessity of these tools in fostering independence and communication.
In the realm of administrative matters, the board addressed the October enrollment report. The report revealed stable enrollment figures, with 28,934 students counted as of October 1st, closely aligning with projections. Discussions touched on demographic shifts, noting increased diversity and a rise in students requiring special education and English Learner services. The board praised the accuracy of enrollment projections, essential for programming and funding stability.
The meeting also covered a discussion on the decline of the district’s online program, which saw a decrease of 82 students as full-time attendance resumed. With insufficient enrollment to sustain the program, the district partnered with other schools to continue online education for interested students.
Further, the board approved a collective bargaining agreement with the RAVE Clerical Association, including a 3.25% wage increase over two years, enhanced health insurance contributions, and longevity pay. This agreement aimed to recognize the dedication of clerical employees.
The superintendent concluded the meeting with updates on recent events, such as a unified flag football event hosted by the Minnesota Vikings, and announced upcoming activities, including soccer finals and a fall musical at Apple Valley High School. He urged community support for the District 196 Foundation and reminded attendees of the upcoming election day, featuring a tech levy renewal and school board election.
