Safety and Parking Concerns Delay Parsippany-Troy Hills Zoning Board’s Decision on New Apartment Units

The applicant requested variances for the lack of parking, impervious coverage, and electric vehicle spaces. O’Neal noted that most tenants would likely rely on street parking, which has no overnight restrictions, but the board expressed hesitation, stressing the importance of adequately addressing parking issues.
Despite his desire to move forward with the application that evening, the board leaned toward postponing the decision. The members agreed to reconvene in April, after the swearing-in of the new mayor, to allow the administration time to address parking concerns more thoroughly.
In addition to the apartment conversion, the board examined other applications, including a variance request for a first-floor addition on Northfield Road. Applicant Al Chromadia outlined plans for renovations to accommodate his elderly parents and create a workspace for himself and his wife. However, the board was concerned about stormwater management and the property’s impervious coverage, which exceeded permissible limits. Chromadia committed to revising his plans and addressing these issues before returning in February.
The meeting also addressed the legalization of modifications on Harden Court, where the applicant had expanded a patio and driveway without obtaining necessary permits. The board highlighted the need for compliance with local regulations, emphasizing the importance of obtaining a street opening permit due to work completed in the right-of-way. After confirming that the pavers allowed for adequate drainage, the board supported the application, contingent upon acquiring the required permits.
A corporate engineering firm located within a specialized economic development zone sought a variance for a wall sign, proposing a height exceeding the zoning ordinance limit. The board approved the application, noting that the variance aligned with existing signage in the area and would not adversely affect the public good.
Finally, discussions on a preliminary and final site plan for constructing four condo units on North Bever Road highlighted efforts to improve the project by reducing building dimensions and enhancing landscaping. The board approved the application, pending the submission of revised landscaping and stormwater management plans, and the conveyance of a right-of-way.
