Sauk Centre City Council Addresses Airport Hangar Challenges and Infrastructure Projects
- Meeting Overview:
The Sauk Centre City Council meeting centered on infrastructure projects and airport hangar issues, with the Birch and Pine 2025 Improvement project and airport hangar regulations taking the spotlight. The council also addressed seasonal employment approvals, legal service transitions, and amendments to the residential rental code.
A significant portion of the meeting was dedicated to examining the ongoing challenges at the airport, particularly regarding the misuse of hangar space. Concerns were voiced about individuals attempting to circumvent regulations by constructing sheds under the guise of hangars. The council emphasized the importance of compliance with airport regulations and encumbrances, and future plans include working with Minda to outline agricultural farming limits around the airport runways, as part of the regular 510 report.
This new hangar could accommodate a future Fixed Base Operator (FBO), potentially relocating tenants from T-hangars. The existence of a waiting list for T-hangars underscores the demand for additional space.
The council further discussed the Birch and Pine 2025 Improvement project. Bids were opened, with Keeley Underground submitting the lowest bid of $4,772,964. As Keeley Underground had previously worked with the city, their familiarity with local projects was noted. The city engineer confirmed the completeness of the bids, and if approved, contracts would be issued with an initial preconstruction meeting scheduled for April 7. The city’s bond counsel is currently developing financing plans, expected to be detailed by May. Coordination with CenterPoint Energy for gas line relocation is scheduled to avoid construction delays.
Parallel to this, the council explored the merits of a full-depth reclamation project targeted for 2025, with a budget of $175,000. Streets under consideration include 10th Street South from Main to Ash, Park Lane, Parkview Drive, and Hendrick Drive. The council prioritized Park Lane, Parkview Drive, and Hendrick Drive, aligning with budget constraints and maintenance schedules. The proposed public hearing for this project is slated for April 16, with a 35% assessment planned for adjacent property owners based on frontage.
The meeting also addressed a request from Bruce Thompson for a minor subdivision of his property at 321 8th Street South. The subdivision would separate a storm pond easement and a non-conforming structure, allowing for its sale. The council approved the subdivision with a provision noting its current non-buildable status unless the pond easement is vacated.
In terms of personnel, the council approved the reappointment of three seasonal employees and discussed the transition of legal services following the announcement from the city attorney, Nick Adams, that he would be stepping down due to business commitments. The council considered interim solutions, including potentially engaging with a Fergus Falls firm experienced in municipal law, while simultaneously pursuing a formal Request for Proposal (RFP) process for a permanent replacement.
Additionally, the council reviewed amendments to the residential rental code to enhance enforcement procedures, addressing instances of non-compliance. The policy committee was tasked with reviewing these procedures to propose necessary amendments.
Lastly, the council approved the purchase of a new rotating civil defense siren to replace a problematic unit at the fairgrounds. The new siren, quoted at $2,638, falls within budget, and the public utility will assist with installation.
