Sauk Centre City Council Approves Marvin Windows, Discusses Security Upgrades and Lifts Winter Parking Restrictions

While some members considered the less expensive Thermotech window system, they ultimately opted for the Marvin windows to ensure aesthetic continuity and long-term benefits for the library. The resolution for the Marvin windows passed with a majority vote.
In another development, the council addressed security upgrades for City Hall and related departments. With three bids initially received, one company withdrew, leaving Midwest Lock and Door and Marco as contenders. The Midwest bid, totaling $49,437, included necessary internal server storage, while Marco’s higher bid was noted for its higher labor costs. Discussions highlighted the need for comprehensive security measures, including securing all internal and external doors and implementing key card access for city staff. This system would maintain records of who accesses different areas. The council considered the importance of additional security controls, such as individual codes, particularly for high-value areas like evidence rooms.
The council also engaged in a discussion about winter parking restrictions. Despite complaints from residents about the restrictions, one member noted the timing of the discussion might be premature due to recent snowfall. The debate centered on whether to maintain the termination date of March 31 or adopt a more flexible approach, such as ending restrictions on March 1. Concerns were raised about residents parking on lawns and some opting to receive tickets rather than comply with the restrictions. Members debated the practicality of the restrictions and whether they were overly burdensome. Ultimately, the council voted to lift the restrictions immediately, with the understanding that a snow emergency could be declared if a significant snowfall occurred, leading to the towing of vehicles left on the streets. The motion carried with four votes in favor and one against.
The meeting further addressed personnel changes within the fire department, as three long-serving firefighters resigned after a cumulative 124 years of service. The council expressed gratitude for their dedication and moved to affirm the appointments of two new firefighters, bringing the active roster to 29 members. This motion was supported unanimously.
Additionally, the council considered a request from Artify Sauk Centre for road closures and park use for the upcoming annual Sauk Centre Festival of the Arts, also known as Chalkfest. The proposal included closing Park Road from Main to Oak and using Clair Lais Park for festival activities. Concerns were raised about traffic and safety, particularly with festival-goers potentially standing on streets. The council discussed relocating activities closer to the Bandshell to mitigate safety risks and emphasized the need for coordination with city departments to ensure cleanliness and safety post-festival.
The council also anticipated the upcoming bid opening for the Birch Pine project on March 6, 2025. Thirteen primary plan holders were expected to participate in the electronic bidding process, with bids to be opened via a Teams meeting. The council expressed optimism about receiving competitive bids.
Funding opportunities through the Minnesota Department of Education and Employment were also discussed, with $6.2 million in Main Street Economic Development funding awarded. A portion of these funds was allocated to First Class cities and partnership organizations, with $500,000 designated for property repairs and renovations. The council encouraged local businesses to apply for these funds to support the local economy.
In procedural matters, the consent agenda was presented, including unpaid claims totaling $4,325 and resolutions to accept contributions from local organizations. Notably, $12.75 was received from the men’s card playing club for the senior center, and $250 from the Sauk Centre Convention and Visitors Bureau, now known as Visit Sauk Centre, for the fire department.
