Sauk Centre Council Approves Key Grant Application for Low-Income Housing Improvements

The most notable topic of discussion was the public hearing and subsequent approval of a resolution to apply for a Small Cities Development Program (SCDP) grant. This grant is intended for home improvements in low and moderate-income housing. Heidi Pepper from Stantech presented the SCDP initiative, which helps small cities fund housing, public infrastructure, and commercial rehabilitation projects. The city’s application aims for the maximum grant amount, allocating $525,000 for housing rehabilitation and $75,000 for grant administration. The Central Minnesota Housing Partnership, with experience in similar projects, will administer the grant. Applications are due by April 15th, with project kickoff anticipated later in the year. Public input was sought during the hearing, including questions about contractor selection for repairs. Contractors will be selected through a bidding process managed by the housing partnership.
Traffic safety was another focal point. The council debated parking restrictions on Lakeshore Drive, particularly near Fifth Street, where emergency vehicle navigation has been difficult. Chief Jensen suggested extending yellow curbs instead of installing no parking signs to achieve clear passage. The council considered winter challenges when painted lines are obscured by snow. A consensus was reached to use signage, and resolution 2026-11 to restrict parking with signs was approved unanimously. Additionally, a proposal for a “children at play” sign and a speed sensor on 10th Street South was discussed. Data collection using a temporary speed sensor was agreed upon before deciding on permanent measures.
In terms of economic development, the council approved resolution 2026-13 for the sale of an Authors edition lot. An offer was received for lot 4 in block 3, and the resolution was passed without opposition. This development is part of ongoing efforts by the Economic Development Authority (EDA) to stimulate local growth.
Financially, the council approved a new agreement with Axon for police body and squad camera maintenance. Chief Jensen explained that this agreement consolidates three existing contracts into one, resulting in savings of over $17,000. The agreement ensures a fixed cost for the next decade, covering equipment replacements and cloud storage services.
Updates on infrastructure projects were also provided. An open house with MnDOT is scheduled to discuss upcoming projects on Trunk Highway 71 side streets. The operations committee is awaiting input from the Public Utilities Commission for further discussions.
The council acknowledged the police union’s notice of intent to negotiate a new three-year contract, with negotiations expected to begin in the summer. They also discussed the deteriorating condition of the senior center parking lot. Funding options will be explored following cost assessments from the library windows project.
