Sayreville Borough Planning Board Advances Redevelopment Study and Approves Site Plan Amendments
- Meeting Overview:
The Sayreville Borough Planning Board meeting focused on developments, including advancing a redevelopment study for Main Street and Crossman Avenue and approving site plan amendments for the Gateway Services District. The board also addressed public concerns and discussed various redevelopment proposals, ultimately recommending designating specific areas for redevelopment and rehabilitation.
A key topic was the redevelopment study for an area encompassing parcels along Main Street and Crossman Avenue. The planner, Vina Savand, presented an in-depth analysis of this area, covering approximately 240 acres with a mix of industrial zones. The study aimed to revitalize underutilized parcels, enhance economic growth, and align land use with the borough’s master plan. Savand highlighted issues such as vacancies in existing strip malls and state standard non-compliance for daycare facilities, advocating for a balanced approach to foster lucrative development opportunities. Excluding two compliant parcels, the study’s focus was on revitalizing properties in disrepair or underutilized.
Public input was welcomed, with Lionel Pena representing Saber Corporation expressing concerns about the potential impact of redevelopment on Crossman Road, crucial for company operations. The planner assured Pena that commercial activity on Main Street would not be reduced, emphasizing the study’s goal to encourage, not restrict, development. The board discussed the criteria for designating the area as in need of redevelopment, referencing obsolete layouts and inadequate site circulation issues. The consensus led to a recommendation for the council to approve the study.
The board also reviewed amendments to the preliminary and final major site plan for Panera and Starbucks within the Gateway Services District. Jennifer Phillips Smith, representing Sarville Seaport Associates Urban Renewal, detailed proposed changes, including adjustments to building footprints and internal driveways. Mark Feda, a project executive, outlined completed infrastructure work, including utilities and road paving, and praised the board’s support for the redevelopment effort. Civil engineer Dan Bush addressed the impact of minor changes on traffic circulation and access, highlighting efforts to enhance roadway conditions while maintaining access.
Further discussions included site-specific details, such as the placement of trash enclosures and compliance with parking space requirements. The board considered the addition of electric vehicle spaces, aligning with current regulations. A request was made for additional sidewalks around trash enclosures, which the engineer agreed to implement.
Architectural modifications were also discussed, with architect Michael Ta presenting the design for a multi-tenant building housing Starbucks and Panera Bread. The building’s design included durable materials like brick, metal panels, and wood veneer, and featured canopies and accent lighting. The Starbucks drive-thru was designed to accommodate 12 vehicles, and operational logistics such as delivery schedules were discussed. On the Panera side, similar design elements were highlighted, with signage and operational hours outlined.
The meeting also covered the ongoing construction of Bass Pro within the Gateway Services District. Updates included progress on public roads and utilities, with only sidewalks and landscaping pending. Architect Eric Alers discussed signage changes to reflect Bass Pro’s branding strategy, emphasizing cohesion with the building’s design.
