Sayreville Borough Zoning Board Grants Zoning Extension to Insight Development Partners Amid Complex Water Main Relocation Challenges
- Meeting Overview:
The Sayreville Borough Zoning Board of Adjustment meeting on January 22, 2025, was marked by notable decisions, including the approval of a one-year extension for Insight Development Partners LLC’s project. Additionally, the board approved a subdivision application for a longstanding driveway issue, and appointments for board officials were confirmed.
0:09One notable matter involved Insight Development Partners LLC, represented by attorney David Pad Liced, who sought a one-year extension for an approved site plan. Initially granted in April 2022, the plan faced expiration on May 25, 2024. The project encountered delays primarily because of pending approvals related to the relocation of a 24-inch water main on the site. The engineering complexities and costs, estimated at $1.2 million, necessitated additional time for completion. Pad Liced emphasized the importance of extending the deadline to May 25, 2026, to alleviate concerns from prospective tenants, who were anxious about the financing process amid the impending expiration.
Board members inquired about the project’s timeline. Pad Liced explained that while approvals from Middlesex County and the Middlesex County Utility Authority had been obtained, the Middlesex Water Company’s final nod was pending. Although no specific completion date was provided, Pad Liced underscored the need for flexibility to address the remaining hurdles. The board, after considering the details, voted unanimously to grant the extension. The public was invited to comment on the matter, but no comments were made.
The meeting further addressed a subdivision application concerning 49 Hillside Avenue, presented by attorney John Wisneski on behalf of Jack Noak. This application sought to rectify a historical issue involving a non-conforming pre-existing use of a driveway. The property, long used in this manner, did not meet minimum lot size requirements. Wisneski detailed the proposed adjustments, which involved transferring a strip of land from a neighboring property to achieve conformity. This change would result in a 7,500 square-foot lot meeting necessary frontage requirements, although some non-conformities would remain. The board was assured that no physical changes to the property were planned, only a legal adjustment to the existing use.
19:42A licensed surveyor provided a technical overview of the properties involved in the subdivision. The parcel on Hillside Avenue had several non-conforming conditions, including inadequate frontage and excessive building coverage. The surveyor outlined how incorporating a 13.5-foot strip of land would bring the lot into better compliance, increasing its size from 6,266 to 7,925 square feet, and reducing building coverage from 20.6% to 16%. While the parcel on Sayreville Boulevard met zoning requirements, the adjustments would not affect it adversely.
Jack Noak, the property owner, testified about the historical use of the property and driveway, which required a use variance due to the presence of two structures—a two-family home and a single-family home—on a single lot. The historical context, including the age of buildings estimated to be over 80 years old, was discussed. The board, acknowledging the need for the variance, approved the application unanimously after no public objections were raised.
0:09In addition to these applications, the board confirmed appointments for 2025. Ronald Green was elected as chairman and Tom Krinski as vice chairman, both receiving unanimous support. Legal and engineering positions were also filled, with Alex Fischer appointed as the zoning board attorney and CME Associates as the board engineer. Michael Fowler was confirmed as the zoning board planner, while Joan Kemble was appointed as the recording secretary.
