Another topic was the financial agreement with CPMD Journey Mail Road Urban Renewal LLC, which was discussed under Ordinance 56-24. This agreement concerns a long-term tax exemption for a 250,000 square foot cold storage warehouse development on borough-owned landfill. The project, which is expected to generate more revenue than the current $10,000 in annual taxes, is anticipated to bring in approximately $350,000 annually, with potential increases in the future. The council discussed the intricacies of the pilot agreement, which will base payments on revenue, square footage, or statutory minimums, applying the highest figure. Importantly, this pilot applies only to improvements on the property, with land taxes remaining payable.
During the public portion, a resident named Jim Robinson inquired about the $20 million from the property sale. He questioned whether the funds would be used to reduce taxes, build a community center, or address infrastructure needs, urging the council to have plans for this unexpected revenue. The mayor noted that these decisions would be addressed by the new governing body after upcoming elections.
Public participation was another topic of discussioned issue, especially regarding the ordinance allowing Zoom participation during council meetings. A resident expressed gratitude for this change but called for more comprehensive improvements, such as ensuring residents have more opportunities to speak, mirroring previous regulations rather than leaving it to the mayor’s discretion. The council adopted the ordinance despite one member’s dissenting vote, advocating for the inclusion of the resident’s suggestions.
