The council also noted that the school system’s current tax revenue from the property would remain unchanged, as the development is commercial, not residential, and thus would incur no cost increase to the school system.
Despite the proposed financial benefits, public opinion was deeply divided, with criticism focusing on environmental ramifications such as deforestation and loss of green space. The potential impact on wildlife, the need to preserve open areas, and the implications for the local infrastructure and traffic congestion were concerns. The community also voiced anxieties over job quality at the new warehouses and the overall necessity for continued development versus maintaining the town’s suburban character.
In response to these environmental and financial concerns, representatives from the Sayreville Economic and Redevelopment Agency (SERA) presented an overview of the pilot program’s legal framework and its application to the Arsenal project. SERA aimed to dispel misconceptions about the legality and impact of the pilot program, emphasizing its role in fostering redevelopment, particularly in blighted areas. However, the legality and potential community benefits were juxtaposed against vocal public critiques regarding transparency, decision-making processes, and the long-term implications for the school budget and taxation.
The council also addressed the role of Urban Renewal Entities (UR) and their profit-making restrictions, including their inability to file tax appeals while paying annual service charges. These entities may leverage pilot agreements for affordable housing projects under specific laws, further contributing to municipal redevelopment efforts.
An additional point of contention was the potential Cablevision office relocation, which incited debate over the definition of “local” in an ordinance and the impact of such a move on residents. The discussion extended to the necessity of a local advisory board to address issues related to cable and internet services. This item, alongside new business appointments, the approval of several ordinances, and shared services authorization, was part of the meeting’s broader agenda.
