Sayreville Planning Board Approves New Car Wash Amidst Concerns of Parking and Flooding

Nonetheless, the board expressed concerns about the operational impact on local traffic, especially given the facility’s location near Route 9, a busy thoroughfare with significant traffic volumes.
The facility’s architect outlined a design aimed at minimizing noise impact on nearby residential areas, with car wash tunnels and entrances strategically placed. Additionally, the building’s exterior was described as having a residential aesthetic, with stucco finishes in earth tones to blend with the community’s character. The design also includes a customer-friendly layout with a walkway allowing customers to view their vehicles during the wash.
Despite the approval, ongoing concerns about flooding were a focal point of the public comments. Residents of Carney Road, including Barbara Murphy, highlighted the historical drainage issues that have persisted in the area. Murphy presented photographs showing flooding during various times, questioning the effectiveness of the proposed stormwater management plan, which includes an infiltration basin at the southern corner of the site.
The board acknowledged these concerns and discussed the potential for a parking permit system on Carney Road to prevent overflow parking by employees or customers of the new facility. This suggestion was met with interest as a possible condition in the board’s resolution.
Further discussions centered around the facility’s operational aspects, such as waste management and delivery logistics. It was noted that waste oil would be handled by a reputable oil company with double-walled tanks to prevent leaks, and supplies would be delivered primarily by box trucks during off-peak hours to minimize disruption.
In addressing traffic flow, a traffic expert presented a report indicating that the facility would generate approximately 45 vehicles during morning peak hours and up to 90 vehicles on Saturdays, based on established trip generation models. The expert emphasized the design for positive on-site circulation, stating that the parking requirements should be viewed in the context of the facility’s quick service operations.
Before the conclusion of the meeting, the board addressed the need for clear guidelines in the resolution to ensure that only car wash, detailing, and oil change services would be offered, avoiding the potential for the facility to expand into a full-service repair shop, which would exacerbate parking and traffic issues.
