The system, originally designed in 2001, had failed to adequately direct water flow, resulting in significant expenses for affected residents attempting to mitigate water damage. An operations and maintenance manual was proposed to impose formal maintenance responsibilities on the property owner, including annual reporting to the borough to address future drainage concerns.
The board discussed various site plan improvements, including increasing the landscape buffer and reducing impervious surfaces to alleviate stormwater runoff. The plan proposed the planting of 147 evergreen trees, 30 shrubs, and six ornamental trees to create a visual barrier and enhance the property’s aesthetic from Route 35. However, past landscaping efforts were criticized for improper maintenance, which led to the death of several plants. The current proposal aims to rectify these issues, with commitments to replace any unsuitable materials and ensure healthy growth.
Residents voiced strong opposition to the facility’s lighting and noise levels. The applicant requested a waiver for certain lighting requirements, proposing minimal illumination to avoid light pollution. Yet, residents cited the noise and fumes from bus operations as unbearable, with reports of diesel fumes permeating the neighborhood. Despite the company’s claims of limited bus idling, residents observed engine operations extending beyond publicly stated hours, including weekends and late evenings.
Public comments continued with skepticism about the bus company’s compliance with state and local regulations. Concerns were raised over the dumping of restroom waste and improper power washing practices. The residents also questioned the operational practices of the business, specifically the handling of diesel emissions and the storage of excess vehicles on the property.
In response to resident concerns, the board considered an adjournment to allow the bus company time to address the issues. The attorney representing the company proposed a timeline of five to six weeks to collaborate with borough representatives and revise their site plan. This led to a motion for adjournment to a date in September, with plans for board members to inspect the property during this period to better understand the site conditions.
Despite the adjournment, residents remained vocal about their dissatisfaction with the perceived lack of enforcement by local authorities. They emphasized the need for robust oversight and accountability to ensure compliance with environmental and operational standards, expressing concerns for the future of their neighborhood.
