Seaside Park Advances J Street Marina Project with $5.2 Million Reconstruction Plan

The project funding will come from the marina utility. Additionally, the council is pursuing a Green Acres Grant to potentially secure up to $600,000 to support the project.
The council also addressed concerns from residents during the public comment period. A resident inquired about the possible involvement of borough equipment and personnel in the marina’s rehabilitation and whether reimbursement would occur for resources used. The response clarified that while the focus was currently on engineering aspects, specific construction details and borough personnel involvement would be addressed during the bidding phase.
In addition to the marina project, the council tackled several other topics. The final reading and adoption of Ordinance 22601 granted municipal consent for Cable Vision of Mammoth LLC to operate a cable television system in the borough. There was a unanimous approval after confirming no further comments from the council or audience.
Another issue was the introduction of Capital Ordinance 22603, appropriating $250,000 for various water capital improvements. The council detailed the allocation, with $125,000 earmarked for the 108 rehab and another $125,000 for the acquisition and construction of a pole barn. This was followed by introducing Capital Ordinance 22604, allocating $150,000 for general capital improvements, which also included funding for the pole barn.
Furthermore, the council discussed the need to replace the marina management software. The current system, custom-made, would no longer receive support after the year, prompting the council to evaluate new software options from four companies, eventually narrowing it down to two contenders for final consideration.
The meeting also served as a platform for public engagement, with several residents voicing their opinions on various matters. Shirley Pessle, a resident from 700 North Bay Avenue, praised the police department’s neighborhood watch program while expressing disappointment over council members’ absence at the event. Pessle also sought updates on Bayfront projects, voicing concerns about the permitting process and the delay in project reviews.
The council addressed Pessle’s queries, detailing plans to enhance the Bayfront’s sheathing, raise the marina and bulkhead elevation, and stabilize the inlet area, with ongoing efforts to secure necessary permits. Residents also brought up recreational facility improvements, advocating for the conversion of tennis courts to pickleball courts and suggesting shuffleboard as a potential addition for older residents.
The council also handled procedural items, including the approval of meeting minutes and the resolution authorizing executive sessions to discuss contract negotiations, personnel matters, and property acquisition. The meeting concluded with unanimous approval of a consent agenda encompassing resolutions on various community services and planning processes.
