In a recent Sebring City Council meeting, members deliberated on a series of zoning and property ordinances, including a debate over a variance request for a shed and a request to paint a historic building.
The council addressed a variance request by a resident for a shed located on Lake View Drive. The shed, built partially within the side setback, had its variance request denied by the Planning and Zoning Board. The resident appealed to the council, presenting support materials and arguing that the shed did not affect neighboring properties and was positioned appropriately given the property’s restrictions. The council considered the difficulty in relocating the shed due to clearance and access constraints and assessed the potential impact on neighboring properties. Despite the resident’s appeal and the unique circumstances of the property, the council confirmed the denial of the variance request by a vote.
During the meeting, a zoning request was also presented, involving the rezoning of two parcels to multiple family R3 and mixed quality development District to Public quasi-public. The properties on Fliff Avenue and Petow Avenue were recommended for rezoning by the Planning and Zoning Board, while the property on Rose Avenue was recommended for denial due to its vacant status. After discussing the proposed rezoning of properties on Fernleaf Avenue, Palmetto Avenue, and Rose Avenue, the council approved the ordinance on second and final reading.
In addition, the council moved to table the ordinance to vacate a portion of Palmetto Avenue near the property discussed for rezoning to May 7th as requested by the applicant.
Another topic of discussion was a request to allow more accessory structures on larger lots or related to house size, as presented by a property owner. The owner cited the example of their small home on a half-acre lot as a limiting factor in utilizing their land. The building official and planning director expressed caution about changing codes to allow for excess square footage beyond the 60% requirement, which could lead to the conversion of accessory structures into rental properties. The property owner inquired about the possibility of attaching a carport to their home to meet the requirements but was advised to speak with the building department for further guidance. The council decided to take no action on the matter.
The council also heard an appeal of a certificate of appropriateness for painting the original brick exterior of a building. The property owner cited leakage issues and the opportunity presented by an upcoming show in town as reasons for the request. Emphasizing the historical significance of the building and the desire to preserve it, the owner faced financial constraints. The Historic Preservation board member clarified that the building would retain its brick structure after painting, and the council approved the request.
Furthermore, the council approved the contracting of a private provider for building official role services following concerns raised by a citizen about the negative impacts of outsourcing building permits. It was clarified that the current building official would transition to a private role while still working with the city, which could lead to benefits such as quicker permitting.
The meeting began with Mayor John Shoop’s invocation and pledge, acknowledging the success of a recent race event and the unfortunate passing of an individual during it. The mayor also highlighted upcoming events such as a small business event and Soda Fest, and announced a proclamation for Child Abuse Prevention month. A representative from the Children Advocacy Center was present to receive the proclamation, with the mayor expressing gratitude for their work.
Council members shared experiences from the race event and appreciation for the city’s departments. The upcoming small business event organized by the Sebring Small Business Organization, presented by owners Chris and Robert Adams, was approved by the council.
