Sebring Approves Waterfront Concessions Amidst Citywide Zoning Changes

In addition to the waterfront concessions, the council addressed significant zoning changes across the city. The ordinance for a zoning change on Lemon Avenue was approved on the first reading, which allows for the conversion of an existing structure into six multifamily units with a play area and additional parking spots in the right of way. Discussion over this zoning change centered on the impact on parking and the blend of residential and commercial uses in the area.
Another zoning topic involved the amendment to the future land use and official zoning map for four properties, shifting from medium-density residential and conservation to public and recreational uses. The Central Florida Regional Planning Council presented the changes, which align with the current use and city ownership of the properties. The council approved ordinance numbers 1526 and 1527 on the second and final reading, which adjusted the future land use and zoning designations for these parcels, following the recommendation of the Planning and Zoning Board.
During the public comments, a question regarding the small wetlands portion of the properties emerged, clarifying that there was no need for remediation due to the repeal of the wetlands designation as an overlay district from the city’s code.
The council also held a public hearing on a proposed change in use for the property on Spruce Street and Avocado Street. The change from city uses to multifamily residential could introduce 120 residential units and potentially qualify under the Live Local Act as an affordable housing project. While the Planning and Zoning Board recommended approval, the Council chose to table the resolution until further decisions about the project itself were made.
Further community concerns were raised regarding the impact of trees around a circle on sidewalks and the adjacent area, with the council assuring that they were considering options for replacing the trees.
Verna Flexen voiced concerns about the use of Lake Jackson and public parks by commercial enterprises. In response, the council discussed the draft ordinance to address such issues and the proposal from a single vendor for waterfront concessions at Veterans Beach.
A debate ensued about a proposal for a lawn care trailer and other recreational vehicles, focusing on finding a balance that would be fair for all citizens without granting special privileges. The council members considered working with code enforcement and zoning to address related zoning issues and proposed a six-month checkup to evaluate the proposal’s impact and make any necessary adjustments. The proposal was cautiously moved forward with the understanding that further review and approval of the license document was required.
