One notable issue on the agenda was the approval of a zoning change for a property located at the southeast corner of Panther Parkway and Beacon Avenue. The council held public hearings to consider changing the zoning classification from County residential R1 to city multi-family R3. This change permits an additional 80 maximum dwelling units on the site, which is surrounded primarily by agricultural use and one residential development under construction.
This zoning change comes with the promise of city water and sewer services, as confirmed by City Utilities, which assured sufficient capacity to support the increased density. Considerations regarding transportation were also taken into account, with emergency services reported to be within six minutes of the site, meeting the fire department’s requirements. Following a review by the Planning and Zoning Board on October 29, a recommendation for approval was made, which the council unanimously supported after opening and closing the public hearing without any public comments.
In a related move, the council approved ordinance number 1531, which served as a companion ordinance to the previous zoning change. This ordinance also passed unanimously, following a similar procedure of public hearing and council motion.
The council then turned its attention to the impending retirement of Clerk Haley and the proposal to transition the city clerk position from an elected to an appointed role. With an election approaching in March 2025, council members emphasized the need for a seamless transition. The consensus leaned toward making the position appointed after Haley’s departure, viewing this shift as beneficial for the governance structure.
Moving forward, the council reviewed agenda items concerning ongoing projects and agreements. Of note was a subordination agreement with the Florida Department of Transportation (FDOT) regarding utility interests in a racetrack-adjacent area. This agreement, which involves the potential relocation of utilities at the city’s expense, was approved without questions after a virtual participation from a racetrack representative.
Additionally, there was a proposed amendment to an interlocal agreement focusing on debris removal within the county. This amendment would allow the city to manage debris collection independently and receive reimbursement for the services rendered. City staff have already commenced debris collection. The amendment received unanimous approval from the council.
In other matters, the council touched on various community highlights, including the recent Pioneer Days event and the Rotary Club’s cleanup of Lake Jackson post-hurricane. While attendance was lower than in previous years, community feedback was positive. The council also noted the successful Art Festival, which has seen increased vendor participation since the pandemic. Additionally, a visit from Congressman Scott Franklin was acknowledged, during which he engaged with local representatives to discuss community issues.
