Sebring City Council Plans to Relocate Cottage Market for Better Downtown Visibility
- Meeting Overview:
In the latest Sebring City Council meeting, discussions focused on relocating the Cottage Market to increase foot traffic, the finalization of a land annexation ordinance, and updates on key development agreements. The council also addressed updates to purchasing policies and the return of a retention pond deed to its original trust.
The relocation of the Cottage Market emerged as a primary topic, with the council evaluating ways to improve the event’s visibility and accessibility. The market, currently situated on the old drive-through property, has faced challenges in attracting visitors, prompting discussions about moving it closer to Sebring’s downtown circle. A representative from the Cottage Market expressed enthusiasm for the potential move, citing the benefits of increased foot traffic and accessibility. They suggested North Commerce Street as a possible new location, which could enhance the market’s reach. Council members echoed this sentiment, recognizing the importance of community events in boosting local commerce. The council passed a motion, allowing city staff to collaborate with market organizers to explore the logistics of this relocation. The potential move aims to address logistical issues such as street parking and electric supply, with discussions indicating a community-focused approach to supporting local events.
The meeting also involved the second reading of Ordinance Number 1552, concerning the annexation of approximately 4.63 acres in the Lake Jackson Boulevard subdivision. This ordinance marked the completion of an annexation process involving a shopping center, half of which was already within city limits. With no public opposition, the ordinance passed unanimously.
Additionally, the council reviewed a second amendment to the development agreement for the Eagle Lake subdivision. This amendment sought a ten-year extension due to slower-than-anticipated growth in the area. A representative from the project plans for diverse housing options, including family estate lots, smaller lots, and multifamily units, along with a proposed park. The amendment included provisions for updated traffic studies and infrastructure improvements, reassuring the council of responsible urban planning. Questions from council members about the timeline for construction were addressed, with estimates suggesting a start within the next five years. The amendment was approved unanimously.
The council also addressed a clean deed related to a retention pond from the Fryman Trust. Initially intended to remain with the Fryman Trust due to shared usage by Lowe’s, the council decided that retaining the pond was not beneficial. A motion to approve the quick claim deed, returning the pond to the Fryman Trust, passed without opposition.
In line with municipal efficiency, the council introduced and passed Ordinance 1553, amending the city’s purchasing policies. This ordinance modified requirements for payment bonds and vendor certification, and increased the threshold for competitive bidding. Following this, Resolution Number 2025-15 was introduced to formally adopt the updated purchasing policy.
During the city attorney’s business segment, updates were provided on ongoing projects. It was reported that civil service had completed phases one and two of a significant project, with plans for an upcoming meeting to discuss further developments. Additionally, a proposal from Widner Law Firm was under review for potential presentation to the council. Questions arose regarding the coordination between the code enforcement board and the foreclosure and liens process, highlighting the need for inter-departmental communication.
