This action was necessary because several parcels along this portion of the parkway, although within the city limits, have been maintained by the county since their annexation. The council discussed these areas, which were depicted on a provided map color-coded to distinguish the jurisdictions of Sebring, Avon Park, and Lake Placid.
In addition to the extension proposal, the council addressed the maintenance and potential annexation of a section of the road to US 27. Grants had been secured by the county for resurfacing the Parkway, and plans were in place to improve sewer drains in the area. A noteworthy issue involved a house that had been affected by vibrations from heavy truck traffic, causing more significant damage than to other neighboring properties. This had been a persistent problem since 2006, and the project manager elaborated on the unique impact on this residence. The council approved the amendment for the Parkway maintenance, with the city’s contribution to resurfacing costs estimated at approximately $1.4 million. Moreover, the council considered the county’s proposal to invoice the city quarterly for maintenance expenses and acknowledged the prior issue of palm tree roots damaging the road, which had been resolved.
Another element of the meeting was the presentation of the audited financials. The auditor reported that the city’s financial statements were complete and would be disseminated to the council members. The audit included a review of the city’s adherence to Florida statutes concerning the investment of public funds. An unmodified opinion was given on the financial statements, confirming their preparation in accordance with the applicable financial reporting framework. There were no reported material weaknesses or deficiencies in the internal control structure, a positive sign for the city’s financial governance.
The city’s general fund was reported to be in a robust condition, with an unassigned fund balance of approximately $8.3 million at the fiscal year’s end. The water and wastewater fund also showed a healthy status with an increase in net position by about $3.7 million. However, the solid waste fund had concluded the year with a loss of around $130,000. The auditor further discussed the emergence of new standards in the auditing profession, which would necessitate a more in-depth review of internal controls in the future.
The council approved the audited financial statements for the fiscal year ending September 30, 2023. No other business was raised by the audience or council members, bringing the meeting to a close.
