Similar to previous cases, the board extended the compliance deadline from December 19 to December 31, 2024, after a motion was made and approved. Another discussion centered on the case involving Miguel and Maria Leon, who faced a lien due to non-compliance related to abandoned or junk vehicles on their property on Helen Street. Although the property had since been brought into compliance, fines had accrued during the period of non-compliance. The respondent’s representative explained their unawareness of the situation until recently and their financial struggles, requesting leniency. The board decided to reduce the fines to administrative costs of $484.13, with a 90-day deadline for payment, after which the full lien amount would be reinstated if unpaid.

The board addressed a prior case where a lien was recommended for 48 days of non-compliance, totaling $2,400. The respondent admitted to the violation but requested relief due to financial and health issues. The board agreed to reduce the fines to administrative costs of $569.95, with a 90-day payment window, reverting to the original lien amount if unpaid. Similar decisions were made in subsequent cases involving the same respondent, where liens for ongoing non-compliance with rubbish and structural remains were also reduced to administrative costs.
In cases concerning vegetation and stagnant water violations, respondents appealed for leniency due to personal hardships. The board consistently opted to reduce fines to administrative costs, emphasizing the need for compliance while acknowledging the respondents’ circumstances.
