The council also addressed a special exception request for an assisted living facility on Wayside Drive in Sanford. The proposed facility would care for 12 non-driving residents. An issue arose with the request to vacate a public right-of-way known as Tula Avenue, which the applicant sought for future development plans. Numerous residents expressed opposition, citing concerns about increased traffic and safety, particularly with the potential establishment of Everglades University on the property. Residents emphasized the difficulties already faced with existing traffic and the potential dangers posed by inexperienced young drivers near local schools. Despite public opposition, the council unanimously denied the request to vacate the right-of-way.

Residents expressed concerns about changes under new management, citing issues with the intake and care of animals, and alleged that the shelter was operating contrary to its open shelter policy.
