Commissioners questioned the sufficiency of the trust funds and allocation of the collected fees, leading to a deeper inquiry into the county’s responsibility in supporting these systems.
In response to concerns about the oversight of redirected funds from special projects to operational expenses, questions were raised regarding the audits of the office responsible for these funds. One member expressed frustration over misleading requests for additional funding, stating, “we’re happy to fund whatever projects that the county may need…as long as there is a viable and direct Nexus of a business argument of the benefit of that.” The necessity of building in-house software versus opting for commercial solutions was also discussed, emphasizing a preference for practical funding approaches.
Public comments revealed additional concerns about property tax increases and the allocation of budget funds. Alyssa McIntosh voiced her frustration over a 24% to 31% year-over-year increase in property taxes, calling it “nuts” and seeking clarification on statutory caps. A county property appraiser addressed her concerns. John Horvath highlighted the need for maintenance of parks and recreational facilities, which have seen increased usage post-COVID, and advocated for the establishment of a local medical examiner’s office to address logistical challenges. Horvath also underscored the need for infrastructure upkeep and expansion, particularly in areas lacking adequate fire services.
The tentative budget, amounting to approximately $1.95 billion, was detailed by the county manager and management and budget director Tim JX. It includes a 3% cap on base budget increases, ten and a half new full-time positions, and investments in deferred maintenance of facilities. The millage rates remained unchanged from the previous year, with the general countywide millage at 4.8751 mills, 6.9% above the rollback rate. Other millage rates, including the fire rescue and unincorporated MSTU millage, were also presented.
During the meeting, the council addressed other budgetary concerns, such as the allocation of $182,000 from the previous budget cycle that was redirected from special projects to operational and personnel expenses. This redirection raised questions about financial oversight and the transparency of fund utilization. It was stated that funding for necessary projects was available through trust funds and that there was no imminent risk of system failures without immediate allocation.
Kathy Moore submitted written comments about the budget allocations for street lighting and solid waste funds. The council acknowledged the substantial cash carry-forward amounts in both funds and noted the rising utility costs impacting street lighting expenses.
