The meeting commenced with a presentation by the principal planner on the Reagan Center PD major Amendment rezone, a mixed-use project that proposes commercial, retail, office, and multifamily residential spaces, alongside a community park and a wetland conservation area. The development’s need for improved water and wastewater systems and a traffic impact analysis was noted. Randy Morris, representing the applicant, highlighted the project’s comprehensive planning and negotiation process, touching on aspects such as utility changes, traffic, and community park dedication. Concerns about affordable housing, vagrancy, and traffic were also addressed.
The public comment portion brought forth environmental worries. Tally Sinclair raised the potential negative impact of the development on Six Mile Creek’s natural flow and nearby water bodies’ quality, questioning the project’s alignment with the county’s stormwater management goals. Jean Michaels expressed concerns about Six Mile Creek’s impact on her road and the wildlife preservation, including the status of Elder Springs. Robbie Moon, the applicant’s representative, provided a rebuttal emphasizing the importance of wetland conservation and detailed the stormwater plans post-development.
Commissioner Constantine raised issues of concurrency and transportation, including cost-sharing arrangements and the project’s impact on local services. He also questioned the application of the Live Local Act to housing units and sought the County Attorney’s advice on legal implications regarding affordability and the cost to taxpayers.
The council also discussed a motion to amend the development order to delete references to Lynynx and supplement with the applicable Transit Authority.
Additionally, a senior planner from the Planning and Development Division, Maya AIS, presented amendments to the Seminole County Land Development code aimed at correcting errors and providing clarifications. Changes included new definitions, updating permitted uses, and altering the special event permitting process, which sparked debate among council members. Commissioner Lockhart and Commissioner Dallari debated the potential impact on property rights and exemptions for schools and churches in special event permitting, respectively.
The meeting also featured discussions on homelessness, with a presentation from the Central Florida Commission on Homelessness that revealed an increase in the unsheltered population in Seminole County. The count identified 439 homeless individuals, with a notable rise in unsheltered youth and women, particularly senior women. Commissioner Constantine observed the undercount of homeless individuals on a single day and the need for additional funding for targeted services, emphasizing the importance of collaborating with local nonprofits.
Public participation included concerns about the SunRail commuter rail service’s cost and ridership, with a member of the community, Thomas Connelly, questioning the financial burden on taxpayers. The council assured close monitoring of SunRail’s performance.
Other topics included the presentation of Sergeant Milton Washburn Jr. as the veteran of the month, the County investment advisor’s report on the impact of inflation, and the discussion on making Seminole County a sanctuary for the Bill of Rights. The meeting also addressed public concerns over election security, constitutional rights, and the bear taking bill.
